Study On Inter-government Cooperation Of Chengdu-chongqing Regional Innovation Community

Regional scientific and technological innovation in China has achieved rapid development in the past 20 years,in which the local government plays an irreplaceable role.In order to jointly enhance regional innovation capacity,all regions are seeking in-depth cooperation to break through the barriers between administrative factors and innovation factors,taking the construction of regional innovation community as the development consensus.Since the "Chengdu-Chongqing Area Twin City Economic Circle construction Planning Outline" was issued,it has promoted the cooperation and exchange between the governments of Chengdu-Chongqing area.Under this background,it has profound practical significance to discuss the current situation and characteristics of the innovation cooperation between the governments of Chengdu-Chongqing area.Therefore,this paper takes Chengdu-Chongqing region as the research object,provides experience and inspiration through case study,and analyzes the network characteristics and existing problems of the inter-government innovation cooperation from two aspects of the inter-government agreement cooperation network and patent cooperation network,so as to discuss the optimization path of inter-government innovation cooperation in Chengdu-Chongqing region.Firstly,the analysis framework of this paper is established based on theoretical basis.As the common goal of collective action in the field of innovation between governments,regional innovation community can provide ideological guidance for inter-government cooperation.Secondly from the macro,meso,micro level set up domestic focus on the interpretation of the regional governments innovation cooperation framework,of the house of three key areas of domestic international innovation cooperation for carding and analysis,put forward under the combination of dissecting and markets,build the regional innovation community can effectively break through barriers of administrative elements and innovation.Based on this,the paper analyzes the practice,formation path and cooperation mode of the three regions’ inter-governmental innovation cooperation,and concludes that their inter-governmental innovation cooperation mode can be summarized as "four-leaf clover","twin star" and "innovation triangle" mode.To build chengdu-chongqing region governments innovation cooperation network,from international agreements and patent cooperation network two aspects,discussed examining how innovation cooperation degree of network scale,network center and network density characteristics and get the international agreement of the house of traditional cooperation network is government involvement in all area,but the patent cooperation characteristics of indicators to measure innovation cooperation,However,it reflects the need to expand the scale of cooperation and build a close cooperation network.Finally,summarize the main conclusions of the paper from the theoretical way and put forward the optimization path.
