Research On Performance Evaluation Of Government Data Open Platform ——Based On The Analysis Of 10 Sub-provincial Cities

In the latest 14 th Five-Year Plan for National Economy,government data opening has become an important measure to build a digital government and empower digital economy.As the product of government data opening,whether the platform design is reasonable,whether the data can meet the needs of users and other factors will have an important impact on the development and utilization of data.Therefor,in this context,carrying out the evaluation research on the performance of government data opening platform is not only the application exploration of government performance evaluation in a new field,but also an important content to guide the practice of government data opening and improve the value of government data opening.As a common assessment tool for performance evaluation,balanced scorecard can refine the organization’s macro-abstract strategic objectives into concrete and implementable indicators,providing a new theoretical framework for performance evaluation of government data open platform.Therefore,open government data platform as thesis object of thesis,using the balanced scorecard as indicators to build theoretical framework,in the domestic and foreign scholars on thesis achievements,on the basis of combing,using literature method,delphi method and analytic hierarchy process and empirical analysis,based on the balanced scorecard theory Angle of view,Combined with the public value of government data opening,the paper adjusts the four traditional dimensions of balanced scorecard,and finally constructs the performance evaluation index system of government data opening platform,which includes "output ","user ","carrier " and "operation guarantee ".The evaluation index system is used to evaluate and rank 10 sub-provincial municipal government data opening platforms in China,in order to understand the current construction level and shortcomings of local government data opening platforms in China,and to provide guidance for local government to carry out performance evaluation of the platform.Thesis finds that the overall performance level of China’s deputy provincial government data opening platform is relatively good,but there are still some problems,such as partial data innovation application is superficial,data usability is low,interaction and communication is not timely,platform function design needs to be improved,and the overall number of relevant policies and regulations is small.In view of the existing problems,this study puts forward suggestions for improving the performance of government data opening platform from four aspects of "output ","user ","carrier " and "operation guarantee ",in order to provide reference for the construction of government data opening platform in the later period.
