Public sector performance evaluation has become one of the key research contents of public management discipline.More and more public sectors begin to realize the importance of carrying out scientific and reasonable performance evaluation.Driven by the application of new public management,developed countries have studied and applied a series of scientific and reasonable performance management evaluation methods.At present,the performance evaluation of our country starts late than that of developed countries.With the continuous progress of politics,economy and society,and in the process of absorbing advanced theories,concepts and tools from abroad,the performance evaluation of our government has developed rapidly and made remarkable progress.However,there are still some outstanding problems,such as the evaluation results can not achieve the goal of optimizing specific actions to achieve mission and strategy,and it is difficult to influence the performance management process;the performance evaluation indicators are more one-sided,ignoring internal factors;the performance evaluation means are single,based on a large number of qualitative evaluation,and can not reflect the performance level scientifically and objectively.The real purpose of performance evaluation can not be achieved.Since its invention,the Balanced Scorecard has rapidly become a widely used and highly praised performance management evaluation tool worldwide.Its successful application in some foreign and domestic public sectors has brought new inspiration to the performance management evaluation work.As an effective strategic management tool,the Balanced Scorecard can ensure the smooth realization of organizational strategy,the comprehensive and complete performance evaluation index system and the strengthening of control in the process of management,because it attaches importance to strategic management,dimension balance and quantitative analysis.There are deficiencies in the evaluation system.This paper elaborates the concept of balanced scorecard,especially elaborates the connotation and logical relationship of four dimensions of balanced scorecard;finance,customers,internal process,learning and growth.It also analyses the current situation and existing problems of performance appraisal in our country and our province,and studies the feasibility of Balanced Scorecard in our public sector.This paper deduces the dimension design suitable for our country's public sector.Taking Yunnan Provincial Civil Affairs Department as an example,it establishes a balanced scorecard evaluation index system suitable for this unit,and evaluates the performance of Yunnan Provincial Civil Affairs Department with this method,and analyses the effect of this method,existing difficulties and problems.Obstacles eventually form the conclusion that the balanced scorecard can be applied to provincial administrative organs smoothly,which provides a new method for the performance evaluation of provincial organs.
