| As the urbanization process slows down in China,more and more cities choose to adopt the "organic renewal" mode,which aims at protecting the historical context of the city and means of local reconstruction and upgrading.It has become an inevitable trend to abandon the reconstruction mode characterized by large-scale demolition and construction and make up the "short board" of infrastructure through the reconstruction of the objective entity of the old city.In order to solve the local government in the old city organic renewal of the public decision-making faced with realistic pressure,this paper discusses the countermeasures to solve the dilemma of public decision-making has a certain theoretical significance and practical value.This paper takes the government’s public decision-making in the context of organic renewal of the old city as the research object and carries out the case analysis of organic renewal of the old city of Guangzhou,four types of value dilemma--public opinion dilemma,mechanism dilemma and resource dilemma are extracted,which respectively cover subjective and objective aspects,and fully reflect the problems that the government may encounter in each link of the public decision-making process.Then an analysis of the causes for public decision-making dilemma,on the basis of the theory of public decision-making in the gradual model,arrow voting preferences model,group decision theory and the theory of government performance management,social management,summarized the value of cognitive biases,lack of group preference integration,institutional change and economic development conditions.At the same time,in order to adapt the conclusions of this paper to the requirements of government work in the new stage of development,this paper explores and optimizes the solutions to the public decision-making dilemma of organic renewal in old urban areas by comparing with Shanghai,Fuzhou and Rome.It proposes to build the right value of public decision-making,improving the organic renewal old city public participation mechanism,optimizing the performance evaluation and decision-making and supervision mechanism,optimizing the old city objective conditions,so as to provide reference suggestions for the government in the future in the face of the dilemma of public decision-making in organic renewal of old city. |
