Research On Grid Management In Zhangqiu District Jinan City From The Perspective Of Grassroots Social Governance

Since the 18th National Congress of the Communist Party of China,the Party Central Committee has made strategic arrangements for advancing the modernization of the national governance system and governance capabilities based on the overall development of the party and the country.To promote the modernization of the national governance system and governance capabilities,the focus is on the grassroots,and the difficulties are also at the grassroots.In this context,Shandong Province has focused on innovating social governance in a new era,thinking and planning in depth,insisting on leading by party building,accelerating the downward shift of governance and promoting autonomy The rule of law is integrated with the rule of morality,striving to build a higher level of rule of law in Shandong.In July 2017,under the guidance of Shandong Province and Jinan City,Zhangqiu District carried out the grid management of grassroots social governance.Since its operation,the grid management platform in Zhangqiu District has accepted an average of 600,000 work orders per year.By discovering problems and intervening in advance,the hidden dangers of contradictions have been eliminated in the bud.The number of 12345 citizen service hotlines and the number of letters and visits Gradually decrease,work effectiveness and leverage gradually appear,but in actual operation,there are still some problems that need to be improved.On the basis of summarizing the research results of scholars on grassroots social governance and grid management at home and abroad,this paper builds the Zhangqiu District Network of Jinan City on the theoretical basis of seamless government theory,collaborative governance theory,and refined management theory.Analytical framework for grid management.At the same time,three research methods,including literature research,questionnaire survey,and field interviews,are used to in-depth explore the operating status and operating mechanism of grid management implemented under the innovative social governance model in Zhangqiu District,Jinan City,from organizational structure,grid settings,Grid team building,information technology support,operation mechanism and management mechanism improvement have reviewed the development process and status quo of grid management in Zhangqiu District,Jinan City,and concluded that grid management has more refined governance services and better expression of appeals.Convenience,more coordinated departmental linkage,and faster emergency response have played a huge role.Through interviews and questionnaire surveys,it is concluded that the current grid management in Zhangqiu District,Jinan City still has problems such as focusing on governance and neglecting services,weak grid teams,low participation of social entities,and insufficient resource integration.The main reasons for these problems are It is the inadequate transformation of governance concepts,the incomplete grid team management mechanism,insufficient government guidance,and imperfect information platform construction.Based on the problem-oriented analysis,the optimization countermeasures for grid management in Zhangqiu District of Jinan City are analyzed.First,we should start with the transformation of governance concepts,enhance the service awareness of grid teams,strengthen grid service functions,establish and improve mechanisms for serving the masses,and integrate governance into governance.During the service,it is necessary to improve the grid team management mechanism,scientifically select and employ personnel,improve the progressive training mechanism,improve the assessment rewards and punishment mechanism,and create a grid team with both ability and political integrity.Second,the government must strengthen guidance and increase public awareness.Actively cultivate social organizations,establish voluntary service incentives and feedback systems,enrich public service projects,and achieve diversified co-governance.Finally,it is necessary to strengthen capital investment in the construction of information platforms,improve platform construction,and innovate "grid + smart community" Construction,take multiple measures simultaneously to form a governance force.
