The Danish scholar Orvis was the first to define school bullying as "the long-term and repeated bad behavior of one or more bullies to a bullied person within a certain period of time".The definition of bullying in the Modern Chinese Dictionary is: an oppressive and humiliating behavior.The newly revised "Minor Protection Law" believes that bullying refers to the behavior that occurs between students,one party deliberately or maliciously uses physical,language and network means to bully,insult,and cause personal injury,property damage or mental damage to the other party.Looking at it,in fact,the definitions of school bullying in various countries in the world are slightly biased,but they are supplemented and improved based on the concept of Orvis.The concept of Orvis highlights the main characteristics of school bullying.First of all,school bullying is a An aggressive behavior of the perpetrator,and this aggressive behavior is of long-term nature.The social phenomenon of school bullying has become an intractable problem all over the world.According to a report released by UNESCO at the World Education Forum in 2019,32% of students have experienced bullying at least in the past month.At one time,the same percentage of students experienced physical violence,the most common form of bullying in many regions.my country’s domestic media have also reported the occurrence of school bullying incidents one after another.This single school education problem has become an urgent social problem that needs to be solved because of its multiplicity,social harm and psychological harm to young children.It is particularly important to explore a comprehensive governance model based on law.As a major education county,D county is an educational base with characteristic pilots in the region,and its corresponding measures in school bullying have played a certain role in the governance reform of the region.This paper takes D county as a field research point,and explores the deficiencies of the current legal governance of school bullying at the legal level by investigating the primary and secondary schools in D county,through field visits,questionnaires,character interviews,and theoretical research.Through social survey method to explore the reasons behind the current deficiencies,conduct in-depth analysis and thinking on the causes of the problems,and summarize feasible methods to solve the legal governance problem of campus bullying currently plaguing D County,in order to better realize D County.Provide reference for the work objectives of the next stage of education work.Our country attaches great importance to the safety of minors in school.Frequent cases of school bullying not only threaten the physical and mental health of young students,but also threaten the safety of the school.laws and regulations.The government,schools,parents and the community should enhance the sense of responsibility and mission in preventing and controlling school bullying,strengthen linkages,form a joint force,strive to improve the awareness and ability of young students to deal with school bullying,guide students to clarify the legal bottom line and behavior boundary,strengthen the awareness of rules,and focus on To improve the pertinence and effectiveness of anti-bullying education in schools,local governments should improve long-term prevention and control mechanisms.Strictly pursue accountability,strengthen organizational leadership,urge the rectification of hidden dangers,and improve information reporting to provide a strong guarantee for students’ safety in school.
