With the dual social and economic structure of our country,the continuous progress of the integration of urban and rural areas,the social transformation and upgrading,the outstanding social contradictions,and the complex and changeable social environment,the problem of bullying in our country campus has become one of the important issues for the growth of young people.On the occasion of the national priority in the development of education,how to effectively deal with campus bullying,especially in rural primary and secondary schools,change the campus environment,and ensure a satisfactory education for the people has become a common concern of all sectors of society.In this paper,we selected the rural primary and secondary schools in Zhanjiang,an underdeveloped area in Western Guangdong Province,as the object of study.By means of literature study,comparative analysis,questionnaire survey,field investigation,expert consultation,we studied the present situation and existing problems of campus bullying in rural primary and secondary schools in Zhanjiang City.On the basis of in-depth research on the conditions of running schools,teachers,and students in rural primary and secondary schools in Zhanjiang City,the model of campus bullying in rural primary and secondary schools in Zhanjiang City was put forward.Through the analysis of the present situation and causes of bullying in rural primary and middle schools in zhanjiang,the author holds that:the imperfect laws and regulations,the lack of school supervision,the incommensurate of rural family education with the development of the real society,etc..Therefore,this paper analyzes the existing problems of campus bullying in rural primary and secondary schools in Zhanjiang City,and according to the characteristics of rural primary and secondary schools of different sizes and levels,according to the local conditions and local customs of Zhanjiang,We have put forward a model of cooperation that will improve the legislative and regulatory procedures,strengthen coordination among departments,emphasize prevention,promote family education and social cooperative governance,and adopt multisectoral cooperation in governance,linking government departments,schools,families and society.In order to achieve the combination of prevention and control of the formation of a comprehensive governance system.
