Since 2011,the global geopolitical landscape has undergone complex and profound changes.The United States has gradually withdrawn from the global anti-terrorism pattern and turned its energy to competition with China.Competition in various fields between China and the United States has intensified.One of the key representative events is the withdrawal of the United States from the TPP.The United States has two basic goals in it.The first is to solve the long-standing domestic trade deficit and other problems in the United States,so that the United States can get rid of various complex domestic economic problems brought about by the subprime mortgage crisis in 2008 as soon as possible.For example unemployment,inflation.Secondly,a higher-level international trade system can be formed,and from then on,it can take the lead in formulating the rules of the future international trade system and achieve the strategic goal of containing the rise of China.The double game was proposed by Professor Putnam in the 1980 s to explain that a country,especially a developed economy like the United States,adopts the so-called "separation of powers" principle in the West to two-layer game theory.Two-tier game theory was developed by Robert Putnam through an observational study of the G7 Bern summit in 1978.In Putnam’s view,international negotiation is a process of interactive game between domestic politics and international politics,and the international and domestic levels interact in this process.The second chapter mainly analyzes the game of the United States in the first level.Firstly,the background and development process of TPP are briefly reviewed.Secondly,the motivation of the United States to join the TPP negotiation and its concerns and demands in the TPP negotiation are discussed.The third chapter mainly analyzes the game of the United States at the second level.The United States has always had a tradition of isolationism and trade protectionism.Coupled with the rise of Trumpism,the United States has the conditions to withdraw from the TPP in the ideological field.Various domestic interest groups have very different demands for the free flow of factors.At the same time,the complex political ecology and complex TPA system in the United States also determine the attitude and strategy of the Obama administration to participate in the TPP negotiations.And the impact of Trump’s "America First" unilateralism on the final congressional debate on the agreement bill.The fourth chapter analyzes the impact of the US withdrawal from the TPP on the US.At the same time,due to the important economic status of the United States,the impact of the United States’ move on the TPP and the process of international political and economic integration is illustrated by comparison.Chapter 5 explores the possibility of the United States returning to the TPP under current conditions.Finally,the conclusion of this thesis is put forward,that is,the reason why the United States withdrew from the Trans-Pacific Partnership Agreement is that various domestic factors have made its winning set in negotiating carbon business continue to shrink,and the continuously narrowing domestic winning set can no longer meet the needs of reaching the agreement.The conditions required.Although the United States played an absolute leading role in best time for treatment is missed.The United States has deep-rooted trade protectionism.This is the inertial continuation of the self-preservation measures taken by the United States when the nation was founded.In addition,the constitutional system of the United States has caused serious internal friction of the trade system in the domestic political system of the United States,making the TPP only meet the interests of some large business consortia,prompting President Trump to withdraw from the TPP at the beginning of his presidency.
