The “Economy-Diplomacy” interaction is one of the most useful models whileanalyzing state’s behavior by scholars who studied the Economic Diplomacy, and thismodel would be used as a tool to analyze how the Trans-Pacific PartnershipAgreement (TPP) influenced Japanese society though man, state and internationalsystem levels respectively. In this paper, the author would try his best to analyze howthe TPP and other regional economic cooperation mechanisms perceived by the mass,interest groups, and political elites, and to analyze how interacted between theregional and Japanese domestic economic and political mechanisms, in order to foundout the motives and limitations influenced Japanese foreign economic strategycurrently by the TPP.At first, the author raised the question in the Introduction, which includesclarifying the concept of the TPP, summarizing the finding relatively the TPP bothfrom domestic and abroad, and then brought a new research way characterized by themodel of “Economy-Diplomacy” interaction. In fact, the origins of thesemeta-theories in Economic Diplomacy can be traced from the International PoliticalEconomy (IPE). Therefore, in the first chapter, the author would reviewed sometheories mentioned the mechanisms of regional economic cooperation in the IPE, andused them to explain phenomena of the TPP. Base on these theories and explanations,the author would set up the model of “Economy-Diplomacy” interaction. The ChapterII is the section of the historical review. In this chapter, the author would provide thehistory of Japan attended regional economic cooperation mechanisms and thebackground of she was attracted by the U.S. to attend those negotiations as examples,to explain why she attended the TPP under the Japan-U.S. Alliance. In the Chapter IIIand IV, the author would investigate what positions taken by the domestic interestgroups about the TPP and their impacts by the state level. The polarization on theirattitudes led the great debate in the society, and this debate decided people’spreference. At the same time, the mass and interest groups, whose attitudes andopinions delivered to the elites through the political system and then formalize the motives and limitations when Japan pushed the TPP. In the last chapter, the authorwould analyze the relations between the TPP and other regional economic cooperationmechanisms attended by Japan and found out the external factors that influencedJapanese behavior. At last, the author would summarize the domestic and internationalimpacts by Japan pushed the TPP and provided some advices to China how toencounter and deal with its neighbor’s behaviors.To sum up, despite Japan paid a certain amount of economic cost to fulfill somerequirements proclaimed by the U.S., she gained more in international politics fromthe TPP. Therefore, China should attend regional economic cooperation mechanisms,such as the TPP positively, cooperate and compete with Japan in these mechanisms.Because Chinese future economic development depends on how she push theAsia-Pacific integration, her power in the high level regional economic cooperationmechanisms and her position in the international arena.
