Research On The Policy Agenda Setting Under Multiple Streams View ——Taking "the Comprehensive Ban On Terrestrial Wildlife Consumption" As An Example

A major public health event suddenly happened in China in 2020,then the“comprehensive ban on terrestrial wildlife consumption” was urgently promulgated.The law does not prohibit the consumption of wild animals when “Wildlife Protection Law of the People’s Republic of China” was promulgated in 1988.When the law was revised in 2016,it restricted the consumption of wild animals,but the range is too narrow,which has laid a hidden danger for public health.We should pay attention to the twists and turns of the introduction of “comprehensive ban on terrestrial wildlife consumption” and the influence factor of agenda setting.This paper uses case study method,Using John W.Kingdon’s “Multiple Streams Framework” as a theoretical tool,study the policy agenda setting of “comprehensive ban on terrestrial wildlife consumption” from problems stream,policy stream,political stream,policy window,policy entrepreneurs five perspectives.At first,this paper analyses the change process of the “Wildlife Protection Law”from “do not prohibit eating wildlife”,“partial prohibition” to “comprehensive prohibition”.Then the paper consider that,the problems stream of agenda setting of“comprehensive ban on terrestrial wildlife consumption” consists of three parts,they are worldwide frequent zoonosis,the major public health event happened in 2020,and the negative feedback of “Wildlife Protection Law of the People’s Republic of China”.Policy stream consists of policy recommendations and alternatives,which is provided by government officials,deputy to the NPC,CPPCC members,experts and scholars,animal welfare nonprofit.Political stream consists of the change in national mood and the great importance which the state attaches to people’s life,health and safety.The outbreak of the major public health event open a policy window,policy entrepreneurs seize the opportunity to promote three-stream coupling,eventually push issue into the policy agenda successfully.Finally,this article puts forward some suggestions for perfecting the policy agenda setting in the field of wildlife protection,Hope to provide enlightenment for more wildlife protection law introduction.
