The multiple streams model is one of the most influential policy process theories since the 20 th century,explaining why certain issues can enter the policy agenda,while others cannot.The application of the multiple streams model in the Chinese context is still “imported”,and the direct use of “Huainan is orange,Huaibei is awkward” is not acceptable.This situation is due to the problems that will be faced in any process of policy transplantation,replication and even diffusion.Second,it is caused by different political backgrounds and policy processes between China and the West.However,from the perspective of comparative public policy,this situation is precisely the source of research and the starting point of innovation rather than entering a dead end or a dilemma.As an agenda setting theory in the policy process,optimizing the multiple streams model based on Chinese experience helps us to better explain policy development activities under ambiguous conditions.Through systematic screening and identification of relevant literatures,it is found that multiple streams model research mostly focuses on the application of interpretation and modification.The literature on these two aspects is less on the viewpoint of agenda-setting theory,and the research on agenda-setting theory is less.The source flow model is the research object.So,do the two have a foundation for integration? The main research content of the two involves two important issues in the pre-decision: the choice of agenda and policy options,the question of who is in decision-making,when to make decisions,and what options are chosen;multiple streams model theory emphasizes agenda formation The coupling factor,the agenda setting theory focuses on the driving factors of the agenda formation.Then,how to optimize the multiple streams model using the agenda setting theory? Using the perspective of feature embedding,the 3I elements of “policy concept,policy image and policy elite” are selected to embed the source of the problem,the source of the policy and the source of the political flow,and determine the three mediator variablesof “focus event,policy activist and key individual” to prove the embedding of the element.The agenda is set up to create a new multiple streams model.Further,through the two major differences agenda cases focusing on the agenda(the“Putian Department”medical rectification agenda and the fake vaccine rectification agenda),the scientific nature of the source and intermediam variables is tested,that is,the source and intermediaries that have the vitality of the elements are combined to produce the dominant traction.The role promotes the convergence of source and flow,and finally opens the window of policy.The study found that the feature embedding perspective provides a satisfactory solution for multiple streams model optimization,including cracking the symptoms of“acclimatization”,providing new perspectives and expanding the scope of research.The new multiple streams model enhances the explanatory power of agenda setting theory,mainly to solve the applicability problem.Solve the defects of the information information of the participants in the public agenda setting and the lack of knowledge structure and enhance the participation and enthusiasm of the public in the agenda setting.Thirdly,the agenda setting theory brings new ways for the analysis of China's policy process and enriches the theoretical content of the policy process.To solve the bottleneck of the development of textbooks and to break the "policy black box";finally,the policy process research provides new ways and new impetus to promote and realize governance modernization in both government governance and democratic participation.
