Based on the two increasingly prominent social problems,the research was being presented.One is the "non-grain" problem caused by the rural land transfer.With the expansion of the scope and extent of rural land transfer,the industrial and commercial enterprises have entered the agriculture field under the national macro policy,they rented land for a long time to engage in production activities.The participation of industrial and commercial enterprises in the rural land transfer,which enriches the funds and techniques of agricultural operation to a certain extent,but the enterprise in pursuit of economic interests as the goal,in order to improve their profits,they have gathered a large number of rural contracted land,planted cash crops or used them for commercial development,which makes it difficult to change the grain use in rural land transfer.The another problem is the increasingly frequent land transfer dispute.The economic benefits of rural land transfer have become increasingly prominent,disputes of "Non-balanced" dividend action of the interest community around the land income have also been gradually presented,even evolved into the mass petitions and visits,which have restricted the economic development of the rural society and the practice of deepening reform,and become a key issue in the focus of rural society and stability and order.These "social problems" deserve our deep thought:The original intention of rural land transfer policy design is to increase farmers' income,optimize the allocation of rural land resources,and promote the development of rural economy.However,due to the lack of necessary norms and guidance,the negative problems caused by the policy restrict the realization of the expected objectives of the policy.The logic of the formation of these problems is not only a separate issue of policy formulation or policy implementation stage,We should take this opportunity as the trial from the policy of "pre decision processes" were determined and analysis,that is why the question of rural land transfer can enter the government's decision-making agenda'?What arc the factors influencing the setting of the policy agenda?Is it consistent with the general rules of policy design?Based on this,the research attempts to introduce multiple streams theory into policy analysis tools,Combined with the specific conditions given to its localization of the theoretical connotation,and then examine the agenda of the current rural land transfer policy and its formation process,so as to explore the basic strategy of policy agenda optimization,with a view to improving the scientific and forward-looking policy process.So,the research significance is that this paper introduce and correct multiple streams theory in the Chinese context,and use this theory to explain the agenda setting of land transfer policy.The paper discusses the land problem from the perspective of policy,and its research ideas mainly include three aspects:The first is to describe the actual situation and the running dilemma of rural land transfer,this content is mainly described in the third chapter;The second is to construct the multiple streams theory tool in the Chinese policy context,according to the basic path of "one main line,four modules",the paper explains the policy agenda setting of rural land transfer,"A main line" that is how rural land transfer become policy issues and enter the policy agenda,"Four modules" refers to the four elements that combine the specific circumstances of rural land transfer in china:Focus events,policy programs,political environment and integration window,each element occupies a chapter;The third is to try to explore the optimization of China's policy agenda strategy,and from information sources of focus events,social public participation channels,the value guidance of news media and the importance of political elites four dimensions to make preliminary recommendations.Therefore,this paper mainly divides into seven parts:Chapter one:Introduction.This is the opening chapter of this article.First,it analyzes the research background of rural land transfer policy,and puts forward the research questions of this paper,so as to clear research objectives and research significance.Second,combing the domestic and international rural land transfer policy agenda set up the literature,make a detailed review,and then clarify the research orientation of this article.Third,according to the standard research needs,the paper defines two core concepts and connotations of rural land transfer policy and policy agenda setting,and put it into the literature review to explain.The fourth is to introduce the technical methods and logic venation used in this paper,summarize its innovation and the problems.The second chapter:The theory of multiple streams:A tool to explain the agenda setting of rural land transfer policy.This chapter is mainly based on reality theme of rural land transfer,tries to use and modify the theory of multiple streams analysis tool,which are used to build up a theoretical framework of rural land transfer policy agenda preliminary study of rural land "Three Rights Separation" policy,in order to promote the scientific process of China's agenda set.
