Research On The Innovative Approach Of Rural Virtue Governance From The Perspective Of Adaptive Governance ——Based On The Case Study Of "Moral Credit Project" In Z Village,Y Town,X City,Gansu Province

Rural governance is a key part of realizing the strategy of rural revitalization.Establishing and improving a modern rural governance system and improving rural governance capabilities are one of the important tasks of current rural governance.However,under the dual pressures of the impact of the market economy and the decline of traditional moral culture in rural society,rural governance faces many difficulties.Adapting to the status quo of rural society and innovating governance methods is an inevitable choice to achieve good rural governance.However,how to advance the rule of virtue in rural areas? How to innovate the way of rule of virtue? For this reason,this paper takes the "moral credit project" as an example of an innovative way of moral governance in Z village,Y town,X city,Gansu province.From the perspective of adaptive governance theory,this paper analyzes the operation logic and governance effect of the project,and provides a foundation for rural moral governance.This paper firstly analyzes the background and operation status of rural moral governance before the implementation of the "moral credit project",and believes that there is an objective moral dilemma before the implementation of the "moral credit project" in village Z: that is,the impact of multiple values on the traditional order,the moral The weakening of the main force,the decline of traditional moral culture,and the lack of material basis for moral governance.The mechanism of action of the "moral credit project" is embodied in the leadership of the party and the government and orderly interaction in organizational management,encouraging the active participation of villagers in the incentive mechanism,regulating the behavior of the villagers in the restraint mechanism,and awakening the belonging of the village in the emotional mechanism.feel.Secondly,through in-depth interviews with township government leaders,village party committee cadres,villagers,as well as Internet materials and policy texts,from the perspective of improving the effectiveness of rural governance,from the perspective of adaptive governance theory,through the interview materials and text materials A theoretical model is proposed by three-stage coding,and the theoretical model is explained.The paper proposes three logical lines to analyze how the "moral credit project" can adapt to local conditions and improve governance efficiency,namely through top-down policy logic,one-way multi-win cooperation logic,and bottom-up demand logic.Thirdly,the operation effect and existing problems of the "moral credit project" in Z village,Y town,Gansu province.The study finds that adopting adaptive governance strategies in the current rural situation can effectively play the role of moral governance.Finally,the paper puts forward suggestions and measures to further promote the innovation of rural morality.
