| The promotion of Rural Revitalization Strategy has become an important thrust for talents to return to their hometown."Going out" farmers germinate the idea of "going back" after obtaining a certain economic foundation.With the development of village collective economy and the lax work of village two committees,farmers’ own interests can not be satisfied,which provides an opportunity for returning elites to return to the countryside,develop the countryside and solve the development contradiction.Based on the authority and trust on the basis of autonomy,village governance takes the most controversial Bay area project as the first step of governance and becomes the initial stage of Elite Governance.However,the returning elites have insufficient understanding of the traditional governance.They only rely on the elites’ power to make decisions,and the villagers stay out of the way.The governance plan can not adapt to the development of the village,so it is imperative to adjust the governance plan.External forces can no longer be the main body of governance.Elite decision-making should be transformed into multi-agent decision-making,so as to improve the democratization of rural governance and form an interactive communication mechanism among multi-agent.Promote information transmission,obtain public support,protect farmers’ interests,and realize elite guidance and farmers’ participation.Based on the actual situation of the village,on the basis of learning from the traditional governance experience,optimize the governance plan,and make timely adjustments to the funds according to the changes of the situation.The adaptive governance adopted by elites solves the problems that have restricted the development of villages for many years,improves the overall efficiency of rural governance,coordinates the multiple contradictions in rural areas,and strengthens the identity of elites.The village development has its particularity.Whether the governance logic is suitable for the reality of the village and whether it can achieve the expected goal,it is necessary to take farmers’ ideas,village problems and cadres’behavior as the preconditions of governance.Any governance behavior can not be fully implemented according to the expected plan,timely perception of problems,timely optimization and adjustment.It needs the elite to improve their comprehensive ability,not only to put forward countermeasures for rural development,but also to actively adapt to changes in the situation,flexibly respond to complex rural conditions,and improve development efficiency.The logic of adaptive governance has become the main work idea of the two committees of the village after the elites enter the village.Starting from the actual problems of the village,we should give play to the subjective role of farmers in village affairs,pay attention to the reasonable needs of farmers,and ensure the rights of villagers.This paper mainly uses the methods of literature research,in-depth interviews and comparative research,through academic materials,household exchanges,comparative analysis,in-depth understanding of the ideological changes and behavior differences of returning elites in rural governance,also reflects the necessity of the main body to join in rural development.As a relatively large group,farmers are separated into multiple roles in social development and division of labor.They have technology,resources and methods.Different types of farmers are promoters of governance,and elite mobilization of farmers’ participation is a crucial link.As a late concept,adaptive governance has a wide range of applications,but there are few researches in the field of rural governance.This paper combines the returning elites with adaptability,explores the elites’understanding of the local conditions in the current rural development,and how the elites optimize the governance content around the basic requirements of farmers,so as to provide inspiration for rural cadres to drive farmers to develop villages. |
