Community care services for the disabled elderly are an important way to achieve."When you get old,someone will take care of you,and when you get old,you can rely on.",and it is also an important guarantee for the disabled elderly to enjoy life care services with dignity.Standardization of community care services is the key to standardizing service content and improving the happiness and satisfaction of disabled elderly people.However,due to the complexity of the standardized design of community care services,the existing community care services have not yet formulated scientific service standards and service processes.Therefore,it is necessary to formulate scientific and operable service standards based on the specific care needs of the disabled elderly in the community,build a community care service standard system for the disabled elderly in urban areas,and improve standardized content.This is of great value to promote the standardization of community care services for the disabled elderly in urban communities.The thesis focuses on the standardization of community care services for the elderly with incapacity in the city,using Maslow’s hierarchy of needs theory,new public services theory,and standardization theory as the theoretical framework,using the mathematical model of analytic hierarchy process and the method of empirical investigation,starting from the following dimensions.First,deeply analyze the complexity and particularity of community care services,Using the analysis of the hierarchy of needs theory,the care needs of the disabled elderly in urban areas are different from those of the general elderly.The establishment of community care service standards should be in line with the actual needs of the disabled elderly.Second,analyze in depth the complexity of the standardization design and standardization activities of care services,and clarify that the current standardization of care services is not yet perfect.Third,through empirical investigations and individual interviews,we learned about the content of community care service standards,and the understanding and application effects of standardization by care service workers.Fourth,using the analytic hierarchy process to analyze the constraints of the standardization of community care services for the disabled in urban areas,that is,imperfect standard formulation,poor standard operability,and poor standard implementation.The weight ratio of the four major factors is analyzed.Furthermore,it reveals the bottleneck in the standardization of community care services for the disabled.Fifth,Combining the theory of new public services and the theory of standardization,a practical path to realize the standardization of community care services for the disabled in urban areas is proposed.It is necessary to build a community care service standard system,formulate a graded care service standard system,and strengthen the pilot work of standardization of community care services for the disabled elderly.Finally,the corresponding strategy recommendations are put forward..Finally,the corresponding strategy recommendations are put forward.The paper draws the following conclusions: The standardization of community care services for the disabled in urban areas is difficult to design,and the formulation and implementation of standardization and the process of supervision and evaluation are complicated.At present,there is a lack of service standards for the disabled in our country,and the operability of the standards is poor.Standardization work should be gradually carried out from the formulation,implementation and revision of standards.It is necessary to speed up the development of relevant standards,improve the operability of the standards,and give legal force to implement the standards,and focus on the evaluation and revision process of the standards,so as to promote the standardization of community care services for the disabled in urban areas.
