| With the development of economic globalization and the arrival of the knowledge economy,the importance of human resources has become increasingly prominent.Human resources have become an important driving force for promoting regional economic and social development and economic restructuring.In the final analysis,competition between countries and regions is the competition of human resources.A new round of urban development has brought about a new battle for talents.Various localities have vigorously implemented talent introduction policies,introducing talents,training talents,and providing talent services.We will work hard to improve the attractiveness and competitiveness of talents.On April 13,2018,the Party Central Committee decided to support the construction of a free trade pilot zone in Hainan Island,support Hainan to gradually explore and steadily promote the construction of free trade ports with Chinese characteristics.The construction and development of free trade zones(ports)will inevitably bring about the development of emerging industries.It will inevitably bring about the transformation and upgrading of the industrial structure,and the demand for all types of talents will inevitably increase greatly.As the provincial capital city and the area where the Jiangdong New Area Free Trade Zone is located,Haikou City has issued the"Haikou Municipal Committee of the Communist Party of China on the implementation of the "Million Talents into Hainan Action Plan(2018-2025)" in order to give full play to the role of talents in promoting the economy and society.Implementation Opinions and improve the relevant talent introduction policy,The implementation of this policy has attracted various types of domestic and foreign talents for Haikou City,providing strong talent support and intellectual support for Haikou’s economic and social development.However,there are still many problems in the process of policy implementation.Through literature research,questionnaire survey and face-to-face interviews,this paper uses Smith’s process execution theory to comprehensively analyze the problems of talent introduction in Haikou City under the background of the construction of free trade zone(port)and put forward targeted suggestions.This paper focuses on the implementation of the talent introduction policy of Haikou City under the background of the construction of the Free Trade Zone(Hong Kong).The main content framework is:The first part is the introduction,which mainly discusses the background and significance of the topic selection,sorts out the existing literature research,expounds the relevant theoretical basis,and determines the research ideas and research methods.The second part defines the related concepts of this paper and introduces the talent introduction policy and implementation of China’s free trade zone.In the third part,through questionnaires and interviews,the problems in the implementation of the talent introduction policy of Haikou City under the background of the construction of the free trade zone(port)are analyzed from the aspects of policy itself,executive body,target group and execution environment.The fourth part points out that the problems in the implementation process of talent introduction policy in Haikou City are mainly due to the imperfect policy objectives and system structure,the lack of awareness of the concept of talents of the executive body,the different interest needs of the target groups,the insufficient function and the limited local financial and economic strength etc.The fifth part provides an experience for improving the talent introduction policy of Haikou City through the analysis of the talent introduction policies of the Shanghai Free Trade Zone,the Guangdong Free Trade Zone and the Fujian Free Trade Zone.The sixth part is problem-oriented and tentatively proposes countermeasures and suggestions for improving the implementation of the talent introduction policy in Haikou City.The seventh part is the conclusion. |
