| Talent has always been an important resource for social progress and economic development.Whether it is a large country,a small city,or even a smallest economic entity-a company,talents occupy an important position and are of decisive significance.A new round of urban development has led to a new battle for talents.Various localities have vigorously implemented talent policies,including the introduction of talents,personnel training,and talent services,constantly improving the competitiveness of local talents and strategic reserve of talents,and actively implementing national talents.The strategic goal of a powerful country is also an important measure to thoroughly implement the spirit of the party’s "19th Congress" and build a well-off society in an all-round way.This article analyzes the current situation of talent development in Yingkou Free Trade Zone,analyzes it,and applies basic theories such as talents,policies,and regional coordinated development to conduct research and discussion.From the introduction and establishment of the free trade zone,the status quo of talented people was brought to the status quo of talents development in the free trade zones of small and medium-sized cities.Finally,comparisons were made with the Yingkou Free Trade Zone to analyze the advantages and disadvantages of the talents status in the Yingkou Free Trade Zone.Compared with large-scale free trade areas,small and medium-sized cities do have many disadvantages.The problems existing in the personnel policy of Yingkou Free Trade Zone are as follows:First,there is not a large number of universities and colleges to support;second,relatively large cities are not well-supported;third,industries are relatively single.Through the analysis of these problems,it is concluded that the government is not well-informed and the implementation of policies is not in place.The establishment of the Yingkou Free Trade Zone is also a year of constant exploration and growth.There are also some merits in the talent policy that are worth learning from other cities,such as the introduction of flexible talents,breaking traditional barriers to time and space,and transforming the achievements of talents into free trade zones;The establishment of a platform for the exchange of talents enables the flow of talent without losing it,and guarantees the overall talent stability of the free trade zone.Finally,it put forward optimization proposals for the talent policy of Yingkou Free Trade Zone.There are many researches on talents in the free trade zone,but few are suitable for the free trade zones in small and medium-sized cities.We can learn from the development models of big cities,grasp existing talents according to the characteristics of small and medium-sized cities,and retain as many talents as possible.Then it will attract more talented people to choose to join the Yingkou Free Trade Zone or the development of small and medium-sized cities free trade zone.Through field surveys and data obtained from the human resources department of the Free Trade Zone,the use of specific figures and practical talent policies is more persuasive.Compared with other free trade areas,the free trade zones of small and medium-sized cities are more clearly demonstrated.Difficulties in the development process and the bottleneck of attracting talents,utilizing the relationship between public organizations and talents,constantly optimizing talent policies,from attracting policies,training policies to service policies,and from propaganda,implementation,and supervision,make the talent policy more perfect.At the same time,the optimized talent policy can be replicated and promoted in other small and medium cities free trade areas. |
