Community sports have obvious characteristics of autonomy.The high degree of autonomy of grassroots communities and the implementation of community sports policies in the United States have promoted the vigorous development of mass sports and consolidated the status of sports power in the United States.In the new era,the transformation of community sports management in China is faced with some difficulties and challenges,such as the lack of experience in socialized management and the incomplete formation of community sports policy system.Therefore,the case study of American urban community sports policy is conducive to a systematic and in-depth understanding of American urban community sports management,which is of great significance to the construction of China’s community sports policy system and the innovation of community sports management mode.This paper selects Richmond community in the United States as the object of case study.On the one hand,Richmond community,as the first city in California to incorporate sports policy into its 20-year development plan,has advanced experience in the construction of community sports policy.On the other hand,the political participation of community sports in Richmond is much higher than the average level of community in the United States.In this paper,from the angle of sports policy,through the literature material method and case study method to research the Richmond community sports policy,in the understanding of Richmond community sports development situation,on the basis of carding the main content of the community sports policy,after analyzing the characteristics and limitations of community sports policy,and summarizes the Richmond community sports policy enlightenment to our country community sports policy,the main conclusions are as follows:(1)The management of community sports in Richmond is a multi-subject management model led by the city council,based on the collaboration of multiple departments such as the community service department,the planning and construction department,the finance department and the infrastructure operation and maintenance department(DIMO),and with the active participation of different social organizations and groups.The responsibility division of each main body participating in the community sports management is clearly defined,which guarantees the orderly and efficient cooperation among all departments in the process of policy making and implementation.(2)The Richmond community sports policy provides the guarantee of the site,activities,funds and manpower for the development of community sports,and evaluates the implementation effect of the policy through the establishment of quantitative evaluation criteria and community satisfaction survey.(3)The sports policy of Richmond has three characteristics,which includes guiding the society to participate in the development of community sports in a diversified way,attaching importance to the social function of community sports and focusing on the welfare guarantee for residents’ sports activities.The limitation of the sports policy lies in the low efficiency of policy making and the unbalanced allocation of resources in building sports facilities and sports activities.(4)What the sports policy of Richmond enlightens China in community sports policy making is: Firstly,weakening the administrative power and actively guide the society to participate in developing community sports.Secondly,attaching importance to the social function of community sports and merging sports in other fields of policy making.Thirdly,focusing on the sports welfare of our residents and lifting their passion for sports practice.Fourthly,ensuring the efficiency and equality of policy making and well-balanced the development of sports facilities and activities.
