| The reports of the 19 th National Congress of the Communist Party of China clearly stated: "Accelerate the construction of first-class universities and first-class disciplines and realize the connotative development of higher education.Only by taking the path of connotative development,continuing to advance the deepening of higher education reforms and enhancing the competitiveness of China’s higher education can we further promote national development substantially and taking the path of connotative development requires universities to carry out efficient administrative management as the safeguard,in which the importance of de-administration is particularly prominent.Tibet is located on the southwestern border of China and is an indispensable part of Chinese territory.Due to the traditional history,culture and other factors of Tibet,Tibetan education has its own unique characteristics compared with those in other provinces,municipalities and autonomous regions in China.The quality of college education plays a significant leading role in the social and economic development of the region.The quality of education in Tibetan universities will also have an important impact on the economic and social development of Tibet.The degree of de-administration of universities in the region is one of the important factors affecting the quality of education in Tibetan universities.It is critical to whether the higher education in our region can develop healthily and stably,whether it can shoulder the mission and task undertaken by the university spirit,and whether it can smoothly improve the university’s management capabilities.De-administration is not to remove the administration from colleges and universities but to uphold the party’s overall leadership of the educational cause,insist on "cultivate people for whom,who cultivates people,how to cultivates people" as the core content,and aim at the connotative development of the university.As leaders,government and school leaders at all levels should create a positive atmosphere for school development,build modern universities and colleges,and achieve school running goals under the premise of reasonable and appropriate management of colleges and universities.On the basis of summarizing the management systems of colleges and universities at home and abroad,especially taking the Southern University of Science and Technology as a reference,the current status of the administration of Tibetan universities was compared and analyzed,the shortcomings of the administration of Tibetan universities and the reasons for their occurrence were investigated,and the path of de-administration in Tibetan universities was put forward drawing on the management experiences of domestic and foreign universities.The paper was divide into the following five parts:The first part introduced the background and significance of the research,defined related concepts of university administration,and sorted out related studies of university management systems at home and abroad.The second part clarified that the theories of administrative efficiency and scientific management are the theoretical bases of studies of de-administration in colleges and universities.The third part interviewed the insiders of Tibetan universities about problems existing on their official websites on the basis of comparing the official websites of seven Tibetan universities with Southern University of Science and Technology outside the region and analyzed and summarized the current status of the administration of Tibetan universities.Due to the particularity of Tibetan colleges and universities and the influence of historical evolution,the colleges and universities in the region still maintained the traditional organizational model,in which the role and influence of academic power in the management of colleges and universities ars relatively small and de-administration is not obvious.The fourth part summarized relevant experiences of domestic and foreign universities in the process of de-administration that can be taken as references by Tibetan universities through the analysis of literature,mainly including improving systems of laws and regulationsand internal management,perfecting governance structures,etc.The fifth part identified that the government and schools are the main bodies of de-administration of Tibetan universities.Only when the government and universities work together from different perspectives can we find the path of de-administration of Tibetan universities.At the level of government,it is necessary to find a proper way to guide colleges and universities through functional transformation and ultimately improve the quality of school running.At the level of colleges and universities,intelligent and scientific management should be implemented to enhance the capacity of school running autonomy of colleges and universities and ultimately achieve the goal of the connotative development of Tibetan universities through modern information technologies. |
