With the progress of society and the development of era, large quantities of out-standing female geniuses enter into the forum of politics, business circles, and play a gradually important part in different areas, which symbolizes the increase of the status of females and the development of society and the progress of civilization of a country. Although female possesses the qualities of becoming excellent governors and the troop of it is growing, people can hardly see the high-level female administrators. So, probing into the route of female administrators of an organization entry into high-level administrative station will be a great significance which can be embodies on knowing and comprehending the female correctly, cultivating more female administrators, upgrading the status of female, impelling the development of female career and satisfying the demand of genius in the social and economic development.This paper takes the female managers who work in government, enterprises and universities as study object. It also analyzes the status quo of females taking part in administration, the obstacles of entering into the high-level administration and the effective means of solving the problems, which are based on the social sex theory, flexible management theory, the equilibrium theory of work and family, the case of female governors who are in the state of the top of pyramid and the part female's unique advantadge plays in the administrtion. This article can be divided into five parts. In the first part, the author put forwards the theory of females participating in the management. With the deeper study of feminism, "social sex" gradually enters in people's sight and becomes an important means for analysis. Flexible management becomes the inevitable trend of management domain in recent years; however, female is the whole request of the flexible management. The second part sets forth that females have unique advantage on gender, language, sociality, thinking and resistance. The author also analyzes the quality and request of knowledgeable females who participate in high-level administration which is based on the case of female governors who are in the state of the top of pyramid. In the third part, the author analyzes the status quo that knowledgeable females participate in the management of the areas in politics, economy, education and points out the achievements the knowledgeable females get in different administrative domains and the existing problems. The fourth part expatiates the limited factors on knowledgeable females entering into high-level administration. According to the phenomenon that females rarely engaged in high-level administration and the result of the analysis, the author studies the limited factors of knowledgeable females entering into high-level administration systematically which include the gender conscientiousness, multi-roles, the deficiency of females themselves and their external influence. The fifth part brings forward effective means for knowledgeable females taking part in high-level administration. In view of the obstacles in the way of knowledgeable females participating in the high-level administration, the author puts forward urging knowledgeable females striding forward to higher-level administration from the aspects of macro and micro, external and internal, government and society, which is meant to arouse people's recognition of knowledgeable. There is no difference between genders of high-level; the knowledgeable females can totally take half of the responsibility to develop our country with their talent.
