Research On The Cooperative Mechanism Of Migrant Workers’ Training

The state attaches great importance to the training of migrant workers,and has actively carried out many trainings,which have achieved certain results.However,the current training coordination mechanism for migrant workers fails to practice the quasi public product attribute of migrant workers training,and there are problems such as the nature of training is not coordinated,the training subject is not coordinated,the training content is not coordinated and the training object is not coordinated.Therefore,how to realize the training coordination for migrant workers The improvement of the mechanism and the realization of efficient training have become an urgent problem to be solved.In this paper,through the combination of qualitative analysis and quantitative analysis,to solve the problems existing in the current training coordination mechanism of migrant workers in China as a guide,pointing out to build a more perfect training coordination mechanism for migrant workers.First of all,the concept of "migrant workers training" and "migrant workers training coordination mechanism" is defined by introducing quasi public goods theory and synergetic theory;secondly,the general situation of the three main training subjects(government,enterprises and colleges)in China and the current situation and existing problems of the coordination mechanism of migrant workers training(government school coordination,government enterprise coordination and school enterprise coordination)are analyzed and investigated The questionnaire method is used to verify the objectivity of the training problems,and the crux of the problems in the current training coordination mechanism of migrant workers is that it can not effectively integrate the public welfare and profitability of migrant workers’ training,which is embodied in four aspects: the nature of training is not coordinated,the training subject is not coordinated,the training content is not coordinated and the training object is not coordinated;finally,according to the synergetic theory and the three screws The theory improves the training coordination mechanism of migrant workers,including the improvement of ideas,principles,design process,basic elements,training nature and subject coordination mechanism,training object and training content coordination mechanism,and operation power coordination mechanism.There are two innovations in this study:Firstly,the research perspective is innovative.In this paper,from the perspective of quasi public goods,we study the cooperative mechanism of migrant workers’ training.The definition of migrant workers training has been improved.Secondly,the research object has innovation.Based on the goal of effective integration of public welfare and profitability and the definition of migrant workers’ training,the training coordination mechanism of migrant workers is improved.Specifically reflected in: improve the role of the government,realize the coordination of migrant workers training from four aspects: nature,subject,object and content.The conclusion of this paper is as follows:By analyzing the main body and coordination mechanism of migrant workers’ training in China,we can draw three enlightenments:(1)The training situation of migrant workers in our country is in a severe situation of "no result with training" and "no quality with quantity".(2)At present,the training coordination mechanism has made a certain contribution to the training of migrant workers,but because it deviates from the quasi public goods attribute of migrant workers training,it can not effectively integrate the public welfare and profitability of training,and can not really achieve coordination.(3)We need to improve the coordination mechanism of migrant workers’ training.The key points to improve the coordination mechanism include: first,improve the role of the government in training,and set up a coordination management team to achieve the coordination of the nature of training;second,need to do demand analysis to achieve the coordination of the needs of migrant workers and enterprises;third,the main body of coordination includes the government,enterprises and institutions;fourth,achieve the stratification and interrelationship of training content;fifth,need the power guarantee It is escorted by the mechanism.
