Rapid economical development and advancement of technology,migrant workers get rid of the land to enter city and play an indispensable role in city construction.Migrant workers become important force in social industrialization and modernization,but migrant workers gradually not adapt to requirement of economy development with the application of knowledge and technology in production.Lack of skills makes them not find a job.Although they find a job,they can't make progress in current job.They can't achieve sustainable employment and they face unemployment at any time.Migrant workers is important energy in social construction and they have played a important role in social development.Consequently,when they face crisis of survival and development,we must provide our help and take measures to solve the problems on migrant workers public employment training.Employment anxiety is a problem that migrant workers face.The study on problem of migrant workers public employment training is very important.A new normal is China's economical new face which requires economical development sustains sustainability.Economic sustainable development rely on workers,migrant workers belonging to workers is not a exception.Migrant workers is the main force of social production and make a significant contribution to social production.Migrant workers who lack employment's skill is soon on the edge of employment and face the predicament of being eliminated by society.Public employment training can strengthen migrant workers who face employment predicament vocational skills and provide a chance about employment and sustainable employment.Now they are many problems in migrant workers public employment training.Although scholars is studying problems on public employment training of migrant workers,they always exist.As a result,solving the problem realistically and strengthening the effect of migrant workers public employment training are important.Scholars study problems on migrant workers public employment training based on system design,effect assessment and measures.Or scholars study problems about public employment service based on whole angle.Study problem of migrant workers public employment training belonging to public employment service based on collaborative governance perspective.Firstly,this paper analyse the status of migrant workers public employment training.Secondly,finding problems from current situation and two cases,and analyzing reasons for problems.Finally,providing measures to solve problems,and measures are studied from four aspects including collaborative agent,collaborative engine,collaborative behaviors and collaborative effect.In terms of collaborative agent,building perfect external environment safeguards mechanism,In terms of collaborative engine,building effective endogenous dynamic mechanism,In terms of collaborative behaviors,building multi-subject behavioral resonance mechanism,In terms of collaborative effect,building standard evaluation mechanism of training effectiveness.Studying the problem from the perspective of collaborative governance hopes combining the advantages of each subject and finding new ways to improve public employment training of migrant workers.
