Research On Current Situation And Countermeasures Of Shaanxi New Generation Migrant Workers' Vocational Training

Promoting the vocational training of migrant workers has positive significance for improving the vocational skills and comprehensive quality of migrant workers,and then reducing the income gap between urban and rural areas.It also has a significant effect on accelerating urbanization and industrial upgrading in China.At present,there are many migrant workers in our country,but the level of skills does not exactly match the employment needs of enterprises,which has led to the delay of China's urbanization construction and industrial upgrading.But,how to improve the vocational skill level of migrant workers,solve the urgent needs of the employers and the current situation of migrant workers' employment,has become a social issue that needs to be solved urgently.Among them,the problems concerning the new generation of migrant workers are more prominent.Different characteristics of migrant workers in the past have a more decisive role in future social and economic development.At present,the research on the training issues of the new generation of migrant workers is insufficient,and many major problems have not been substantially solved.This article takes the vocational skills training of the new generation of migrant workers in Shaanxi Province as an example,and analyzes the basic situation of the size,distribution,flow,employment,rights and other aspects of Shaanxi migrant workers and the new generation of Shaanxi through data released by the National Bureau of Statistics and the Shaanxi Survey Corps.The main characteristics of migrant workers: a marked improvement in education,a clear tendency to citizenship,a strong demand for vocational training,easy acceptance of new things,and increased awareness of rightsprotection.Taking the new generation of migrant workers in Xi'an as the research object,the training status is analyzed from the training willingness,training content,training purpose,training cost,training satisfaction,training type,and training cycle.According to the current situation of the training of the new generation of migrant workers in Xi'an,through the analysis of human capital theory,public product theory,and demand hierarchy theory,the existing problems and reasons are analyzed from the "front","middle",and "post" stages of the training process of the new generation of migrant workers,Pointed out that the "front" of the training has problems such as the dual residence registration system,incomplete laws and regulations,lack of investment and low utilization,and the "medium" of the training has a lack of specific content,a single form,a lack of investment,and information exchange between the training subjects of all parties Problems such as poor performance,low comprehensive quality of the new generation of migrant workers,problems in the "post" training,imperfect evaluation and supervision systems,and lack of effective incentive mechanisms.In response to these problems,countermeasures and suggestions are proposed from four aspects: improving the system security mechanism,optimizing the operation mechanism,strengthening the supervision and evaluation mechanism,and encouraging the mechanism: improving the legal supervision mechanism and constructing a multi-party input mechanism,and improving the social security mechanism;Forms of training,improve the training system,and finally improve the evaluation system to build a regulatory system;for the new generation of migrant workers themselves,it is necessary to change their own concepts,improve self-awareness,clear goals,formulate plans and put into action clear future career plans,appropriate Broaden learning pathways.The research results can provide a useful reference for enriching the theories of vocational skills training for new generation migrant workers,establishing a more reasonable training system,improving the quality of new generation migrant workers,and promoting the construction of new urbanization.
