The report of the 19 th National Congress of the Communist Party of China pointed out that the development of education in China should accelerate the construction of first-class universities and first-class disciplines,and promote the development of connotation with emphasis on quality.At present,under the background of new normal and supply-side reform in China’s national economic development,it is very important to improve the efficiency of running schools in local colleges and universities.As a big province of education,Hunan has a large number of students and a good quality of education.How to evaluate the efficiency of Hunan higher education and further improve the quality of running a school is worthy of our in-depth study.Through theoretical research,this paper finds that the economic level,educational conditions and personnel structure of colleges and universities are the main factors affecting the efficiency of running a school.According to the analysis of the current situation,the development of higher education in Hunan province is expanding in the number of colleges and universities,students and faculties.The growth of the number of universities,students,graduates and faculties in Hunan province from 2009 to 2018 was 7.8%,30.51%,36.87% and 15.20%,respectively.Therefore,the investment of the scale of running a school is also expanding,and the government investment is the main input.By using the DEA model to evaluate the efficiency of running a university in Hunan province,it is found that the overall level of comprehensive technical efficiency of running a university is medium and increasing year by year.On average,16.3% of the total investment is ineffective,13.9% of the investment in management and technology is ineffective,and only 3.0%of the scale investment is ineffective.From 2014 to 2018,the annual growth rate of total factor productivity of universities was 7.9% on average.There is a positive correlation between technological progress and total factor productivity change,and the average annual growth rate of technological progress is the largest,so technological progress is the key to promote the improvement of total factor productivity in colleges and universities.Finally,through the analysis of Tobit model,it is found that the factors that have positive effects on the running efficiency of universities in Hunan province mainly include GDP,teaching level,scientific research level,proportion of high-level teachers,and student quality,while the factors that have negative effects include fixed assets and educational resource structure.The efficiency of scale economy will decline after the education fees and fixed assets exceed a certain level,and the increase of the cost of education per student may lead to the decrease of school running effciency.In order to further improve the efficiency of higher education in Hunan province,countermeasures and suggestions are put forward from the macro and micro levels,including: to improve the allocation of higher education resources by the government macro-control,;to strengthen the quality of education and set up a school management evaluation system;to promote the management reform of colleges and universities and set up internal institutions reasonably;to strengthen the construction of teachers,adjust the structure of personnel scientifically;formulate admission scores rationally,and narrow the gap in students’ quality.
