Colleges and universities of China continue to achieve by leaps and bounds, but both the human resources inputs and the utilization efficiency failed to keep up with it, the contradiction between the actual needs with the scarcity of the higher education resources becoming more evident. Human resource is the most important part of higher education reform, undertaking the functions like talents training, social service and science research. Human resource is the most important resources of colleges and universities, whose efficiency affecting the universities effectiveness directly, and the development of the colleges and universities is related to the economic development closely. It is the core issue of developing higher education to improve the efficiency of universities human resources. Evaluating the human resources efficiency of colleges and universities has positive effects, not only ensuring the education quality, but also reducing human resources inputs, improving output efficiencies. Rational allocating the colleges and universities core resources can enhance its gain further.This paper has reviewed the researches on the universities resources allocation at first, discussed the theories as Human Capital theory, University Human Resources Allocation theory, Marginal Benefit principle and Pareto principle. Clarifying the applying of these theories can lay a theoretical foundation. And this paper has introduced the method, feature and measurement model of the DEA evaluation system, the basic model of Tobit econometric model, and its application in this paper.From the economics perspective, using the DEA evaluation method, based on the CCR model and BBC model, building the efficiency evaluation system of the universities human resources. Do the comparative study by using 31 provinces data from 2004 to 2010. From the talents training output, social service output and science research output aspects to evaluate the colleges and universities human resources efficiency. Get the CRSTE, VRSTE and the SCALE value of the 31 provinces. It comes out that the human resources comprehensive efficiency of universities in China is showing an increasing trend, and the average VRSTE has a significant progress, but the average SCALE has no raise. By 2010, there are 12 provinces whose human resource comprehensive efficiency approaching to the DEA effective value, accounted for 38.71%. However, there are also some provinces like Fujian, Guizhou, Hunan, Jilin and Inner Mongolia whose value is ups and down during 2004 to 2010. Then, make a concrete analysis on the use efficiency of Fujian, Guizhou and Inner Mongolia colleges and universities human resource. Based on the CRSTE of human resources, build the five hypothesized which may have impacts on the efficiency. Using the Tobit model do the regression analysis, finding:the salary and welfare spending in funds of education undertaking, the average individual educational funds, full-time-teacher ratio and R&D staff full time equivalent have positive significant correlation with it. Therefore, this paper put forward the countermeasures as following:improve and update the human resource allocation mechanism of colleges and universities, optimize the level of colleges and universities human resource team, increase funding for colleges and universities, promote the circulation of teachers between the colleges and universities, revitalize the human resource of colleges and universities, increase the human resources investment in scientific researches, adjust the course structure to reasonably according to the social and economic development needs.
