| In recent ten years,the rational allocation of higher education resources and the improvement of university performance have become inevitable requirements for the effective development of higher education and the guarantee of sustainable social operation.Therefore,how to scientifically evaluate and evaluate the educational efficiency of Chinese universities is of great practical significance for improving the educational efficiency of Chinese universities.After determining the direction and content of the research,this paper summarizes the evolution of universities in China in recent years,and analyzes the current situation of education resources in various provinces across the country from the perspectives of investment and output of education resources.The efficiency measurement analysis based on the three-stage BCC-DEA model shows that the four exogenous environmental variables of regional economic environment,government support,social development level,and openness have a significant impact on the performance of China’s higher education resource allocation.Moreover,the regional economic environment and government support level are favorable external environments for improving China’s resource allocation performance;After excluding exogenous environmental variables and random interference,the differences between the central,eastern,and northeastern regions narrowed,while the differences between the western region and the other three regions increased.The comprehensive efficiency and scale efficiency of most provinces decreased,while pure technical efficiency increased.Over the past six years,the average comprehensive efficiency of China’s higher education resource allocation performance fluctuated around 0.7,which decreased significantly compared to the first stage,The highest efficiency value is 26.3% away from the forefront of effective production improvement space,so the overall performance of higher education resource allocation in China is at a medium to above level,and has not yet reached the DEA effective state.The innovation of higher education research technology and management level in China is not strong,and the mismatch between excessive investment and insufficient output of education resources still exists.Within the region,according to the four quadrant diagram,it can be seen that only 10 provinces,including Beijing,Jiangsu,and Shandong,have high overall efficiency values,and there are few areas that need improvement.Other provinces or management technology and scientific research innovation need to be improved,or the scale of education needs to be expanded.The research on the internal influencing factors of higher education resource allocation performance in China based on the random effects Tobit panel model shows that the scale of education,the structure of teacher titles,and the structure of student education have a significant positive effect on the improvement of higher education resource allocation performance,and the scale of education has the highest positive impact;The teacher-student ratio has a negative effect on the performance of higher education resource allocation,and has passed the significance level test of 5%;The coefficient of impact of foreign exchange on the performance of higher education resource allocation is negative,but it has not passed the significance level test.Based on the above conclusions,in order to improve the performance of resource allocation in higher education in China and reduce inter provincial differences,the following suggestions are proposed:(1)optimize the inter regional resource allocation structure;(2)Strengthen the regulation of human and material resource allocation in universities;(3)Expand the channels of educational funding sources;(4)Constructing a scientific efficiency evaluation system;(5)Implement "dual monitoring" in performance management. |
