| In order to meet the increasing preschool education needs of the people,the Chinese government has introduced a series of policies in recent years.The polices are aimed at encouraging and supporting the vigorous and orderly development of private kindergartens,increasing the financial investment in inclusive education,and improving the efficiency of the provision of inclusive preschool education resources.Accordingly,the government of Kunming City has formulated specific subsidy policies for inclusive private kindergartens development.The rewards and subsidies of inclusive private kindergartens are carried out by subordinate counties.At the county level,various subjects are responsible,and the efficiency of rewards and supplements is susceptible to factors such as economic level and social environment.Therefore,more empirical evidence is needed for the implementation and improvement of the reward and compensation policy.This thesis is based on the theory of government regulation,the theory of responsible government,and the execution cycle model of Martin Lane and Francis f.Rabinowitz.From the perspective of public management,this thesis mainly adopts the literature method,questionnaire survey method and interview method to investigate and analyze the status quo of the implementation of the reward and compensation policy for inclusive private kindergartens by Songming County Government of the Kunming City.A field survey was conducted to supplement the status of inclusive private kindergartens,trying to analyze the existing problems of supply and demand and their causes through empirical research,and trying to put forward corresponding policy recommendations from the perspective of the government.The current status of government subsidies for inclusive private kindergartens in Songming County is as follows: first,the government’s financial investment is insufficient and the methods are single;second,the subsidy policy is not well understood;third,there is a shortage of funds for benefit-oriented private parks,and the willingness to run inclusive parks is weak;fourth,the education level of teachers is low and the turnover rate of teachers is high.From the government level,the author proposes the following policy suggestions that may be ofpractical significance: from the perspective of financial investment,(1)clarifying the government’s financial investment responsibilities of “county-based,provincial and municipal overall planning”;(2)multiple measures to enrich inclusive benefits for people and encouraging non-government party join in.From the perspective of improving the reward and subsidy system:(1)scientifically formulate the "reward subsidy" reward and subsidy system for inclusive private parks;(2)publicize the reward and subsidy process to increase policy understanding and social recognition.From the perspective of government functions:(1)The government must be both a "assistant" and a "wise-assisted";(2)Improve the reward and compensation supervision system and strengthen evaluation.From the perspective of increasing the supply of preschool resources by the government:(1)Strengthening the construction of teaching staff and improving the welfare of employees;(2)Improving the professional quality of the entire park and the quality of service of the park;(3)Encouraging the study and exchange of the parks and public parks providing guidance opportunities. |
