It is the policy idea put forward in The State Council opinions about the current development of preschool education released in2010to develop and support the inclusive private kindergartens. The inclusive private kindergartens are those private kindergartens under the financial support from or delegated by the government and they are public oriented, perform normally, charge properly, and are qualifiedThrough the text analysis of the policy and those supporting methods among each district/county, city and province around the nation for the inclusive private kindergartens, it can be found that the current policy can be divided by four standards into public class vs pragmatic class, comprehensive designing class vs key points oriented class, widely spreading class vs some tests preceding class and short-term class vs long-term class.Based on the analysis of the text, the method to research cases is exploited in this paper. It is analyzed for the policy situation in Pudong New District, Jiangbei District Chongqing and Futian District Shenzhen. It is unveiled that there are three characteristics within the policy of Pudong New District for the inclusive private kindergartens:designing upon history and reality systemic, high and balanced financial investment, innovative multi-participation management rules. Jiangbei District Chongqing presents widespread system designing, completely structural teacher policy and supporting policy with initial success. And Futian District Shenzhen presents completely structural support policy, test-first inclusive kindergartens designing and targeted teacher policy.Based on the analysis of the policy text and research on the three cases, it is put forward with four suggestion by the researcher:designing and deploying properly, regularizing the budget investment and supervision of budget, stabilizing the teacher team, and strengthening business instruction and improving the quality of child care and education. Only to design the policy systemic for the inclusive private kindergartens, can it be assured for the development of the inclusive private kindergartens with norm and quality.
