In recent years,with the development of Knowledge Economy Globalization,the internationalization of higher education has been developing more and more rapidly.The development goal of international education is not only to train technical personnel with certain professional knowledge,but also to realize the exchange of knowledge,technology,personnel and information in a wide range,and eventually lead to developments in other areas.In order to raise the level of education internationalization,the British government has taken a series of supporting measures in the field of higher education,such as building education brand,providing scholarships and so on.In recent years,Britain has become the world’s second largest importer of international students,and the degree of education internationalization has been strengthened along with its policy evolution.The study of British Higher Education Internationalization Policy,combined with China’s local reality,so as to better promote the development of China’s higher education internationalization.The purpose of this paper is to make a relatively reasonable analysis of the development of the internationalization of higher education in the UK since the new Labour Party came into power;on the other hand,it is hoped that on this basis can be used for reference and enlightenment,so as to have a deeper understanding of the development of China’s higher education internationalization.In the research method,mainly used the historical research method,the literature research method,the comparison research method.The full text is divided into five parts,the specific content is as follows:The first part is the introduction,which explains the reasons for writing the article、 the definition of related concepts、the comprehensive analysis of the relevant literature cited and the research value of the article.The second part explains the evolution of British Higher Education Internationalization Policy during the new Labour Party period.With the mark of "Prime Minister’s initiative plan" and "Prime Minister’s initiative plan on International Education",the pursuit of economic benefits and quality of education are the two stages of value orientation.In this paper,the characteristics of the stage at the same time the specific interpretation of its policy content,in order to carry out a systematic analysis of the stage policy.The third part is the analysis of the policy influence factor.It is necessary to take into account the increasingly fierce international competition of higher education in the world and the external impetus of European educational integration,as well as the positive benefits brought by the internationalization of British Higher Education and the practical difficulties at home.The fourth part is the study of the characteristics of policy evolution.Starting from the policy process and the process of policy implementation,it is summarized as follows: In the policy guarantee,the policy pertinence is more obvious,the management organization is gradually perfect;In the policy support: gradually increase financial input,increase funds support;in the policy content: policy continuity strengthened,policy content more specific.The fifth part is the problems existing in the policy evolution and the enlightenment to our country.The problems involve three aspects: the decline of Education Quality,the uneven distribution of education resources and the confusion of education management,the enlightenments to China are as follows: To ensure the quality of international education、to strengthen overseas publicity、 to give colleges and universities autonomy、 to promote the development of network teaching and to recognize international academic qualifications. |
