| Compulsory education is a people’s livelihood project to improve the national quality.It is an important way to protect the right of education of the school-age children.The balanced development of compulsory education has a bearing on the immediate interests of the people.It helps to protect citizens’ right to equal education and maintain the overall stability of society.In recent years,most area have done a lot of work to promote the balanced development of compulsory education and we also gained good effect.In the background of the balanced development of compulsory education has been basically implemented,how to promote the high quality balanced development of compulsory education has become a hot issue.In this article,we choose C County of Shandong Province as samples.C County had done a lot of work for promoting the high quality balanced development of compulsory education,and achieved certain results.But there are still some problems and shortcomings.So it is worth our study.This paper is based on the background,basic theory and literature review of the balanced development of compulsory education.And it analyzes the current situation,basic steps and work effects of the high quality balanced development of compulsory education in C County.We find some problems and shortages on C County’s compulsory education.Firstly,the growth rate of budgetary revenue declines led to the investment spending on education is still not enough.Secondly,following urbanization in China,the layout of urban and rural schools is not reasonable.Thirdly,there is a big gap of education due to impact of city and country.Fourthly,the improper distribution of teacher due to the uneven economic development between urban and rural area.At last,this paper analyzes the success experiences of the developed countries and puts forward the corresponding countermeasure proposals.Firstly,implementing the main responsibility of the government,including consummate the management system of education,increasing the investment of education funds and supporting the development of non-governmental education.Secondly,rationalizing the distribution of schools,including accelerating the construction of city school,adjusting the school scale and improving the enrollment system in urban school.Thirdly,narrowing the gap between urban and rural,including using education funds in a rational manne,strengthening the supporting force of disadvantaged groups and promoting education information construction.Fourthly,optimizing the structures of teachers resources,including improving the teachers ’rotational system,improving the treatment of rural teachers and increasing the intensity of teacher training.Fifthly,exploring effective education management,including exploring the new model of the middle school’s agent management joint school and encouraging the excellent teachers to go to the leading positions.These advices would play great role in practice. |
