With the rapid economic development of China,people pay more attention to education.Teachers are an important prerequisite for determining the quality and level of education.The balanced development of teachers is the basic guarantee for the healthy development of quality education and regional compulsory education.Guided by advanced education theory and public management theory,this paper will comprehensively explain the basic connotation of the balanced allocation of compulsory education teachers and make sure how its principles have a major impact on the allocation of teachers.The author of the paper will take Hangzhou Y District as a research sample.By investigating and analyzing the states of compulsory education teachers in this district,make the problems and shortcomings in the allocation of teachers in the district clear.In order to explore the existing problems deeply,I will analyze the causes of the three dimensions: the conflict between "dual division" and educational fairness;the conflict between government behavior and market regulation;the conflict between educational development and personal development.According to this,I'll put forward targeted improvement measures to promote the balanced allocation of compulsory education teachers in the region: First,achieve balanced development of urban and rural education.Local governments should formulate promising fiscal policies,provide targeted financial support for rural schools,improve the treatment of rural teachers,increase the relative balance,and promote the integration of urban and rural teachers' allocation with informatization.Second,form correct policy guidance and a fair employment mechanism.Eliminate the special policy inclinations of “key schools”,and guide policies based on cities,improve the employment mechanism of management and incentives.Third,improve teacher literacy.Pay attention to the professionalism of teachers,promote the rotation system of principals in the region,and strengthen teacher training.I hope to make contributions to District Y's balanced development of teachers and realize my dreams and values.In the paper I attempt to investigate and study the allocation of the teachers in the Y district compulsory education,so that the district government can pay more attention to the teacher allocation problem through survey data and research analysis.At the same time,it is hoped that the research of this subject can provide a balanced development of the compulsory education teachers in the region.In a conclusion,I believe that teacher balance is a long-term and complicated system engineering.It is impossible to receive the well-expected results in a short period of time.However,Only when we keep our feet on the ground and actively respond to the growing education demand of the people,can the balanced development of teachers between urban and rural areas be constantly promoted,and eventually achieve a gradual balance of teachers' levels.
