The 21st century is the era of knowledge economy and information.Against the background of globalization,as a bridge of communication,language is very significant with the increasing number of contacts in the world in all aspects and the increasing interdependence among countries,so the development of language education is crucial for a country.Language is not only the tool for human communication and learning,but also carries the cultural identity of language users.Making a reasonable language education policy is the key to language education,and the language education policy of each country depends on the conditions of the country.Since the founding of the People’s Republic of China,China has always attached great importance to the formulation and implementation of language education policy,and has formulated corresponding multilingual education policies at different historical stages.Since the reform and opening up,in order to adapt to the national development and integrate into the current of globalization,the language education policy of our country has made a series of adjustments and reforms according to China’s conditions.Under the great goal of constructing the community of the Chinese nation and the community of human destiny in the new era,in the promotion of the "Belt and Road" initiative,China has also made corresponding adjustments to the policy of multilingual education policy and multilingual education.Based on the theory of “diversity in unity” and the theory of globalization,this study investigated the implementation of the multi-language education policy in the primary education stage in the Naxi Communities of Lijiang,Yunnan province to explore the following research questions:(1)What multi-language education policies have been implemented in the primary education stage of Lijiang?(2)How are the multi-language education policies implemented in the primary education stage of Lijiang? What are the advantages and characteristics in the implementation?(3)What problems are there in the implementation of the multi-language education policies in Lijiang? How to improve them?According to the research questions and practical conditions,this study mainly uses the literature research method,the case analysis method through the field investigation method to collect the data and materials,then deeply understand thecurrent situation in the implementation of multilingual education policy,the problems and influencing factors during primary school stage in Lijiang and put forward the corresponding improvement measures.Finally,it summarizes the main findings of this research and draws the conclusions of the research.Through a series of researches and investigations,it is found that:(1)The department of education in Gucheng District and Yulong County of Lijiang is mainly implementing the national foreign language education policies and the bilingual education policies of ethnic minorities according to the requirements and reality of Yunnan Province.(2)On the whole,much work has been done and some achievements have been made in Lijiang about multilingual teaching.Both higher authorities and school leaders attach great importance to multilingual education in minority areas and provide conditions and facilities for schools to carry out and implement multilingual education smoothly.As a tourist city with a good international fame,Lijiang’s principle is learning foreign languages to face the world,learning common language to follow the country,and learning Naxi based on national identity.(3)There are many factors that affect the implementation of multilingual education policies during the implementation of multilingual education policies in this area,such as the awareness and policy interpretation of multilingual education among different people;the construction of multilingual teachers,the unification of teaching materials,curriculum arrangement,teacher-student evaluation and so on;social needs and funding etc..These current problems,to a large extent,restrict the development of multilingual teaching,and people must pay enough attention to them.The implementation of multilingual education policy not only conforms to the trend of globalization,but also practices the Multiple Integration Theory well,and protects the culture and characteristics of the nation,which is of great significance to the country and the nation.
