| Rural land transfer system plays an important role in solving the "three rural issues".Agricultural land transfer has a significant effect in promoting labor transfer and employment,efficient use of land resources and increasing farmers’ agricultural income,and is conducive to the scientific distribution of labor force and the improvement of labor resource utilization efficiency.Based on the domestic and foreign research on farmland transfer and labor resource utilization,this paper selects Awati County as the research object.Through the field research,we have a preliminary understanding of the family situation of the farmers in this area.Through the questionnaire survey,we can get more information about farmers,and make statistical analysis on the questionnaire data with the help of statistical analysis method and propensity score matching method The average processing effect of rural land transfer in households and rural land transfer out households on labor resource utilization efficiency is calculated and analyzed.The important results and suggestions are as follows.(1)The current situation of rural land transfer.The data of this study involved 3 towns,1 Township and 12 villages.379 questionnaires were distributed and 379 questionnaires were returned,with a recovery rate of 100%.11 questionnaires were found to have problems,so there were 368 valid questionnaires,with an effective rate of 97.10%.Among the 368 households surveyed,the farmland transfer rate is 10.63%higher than the national average of 30.4%.It can be seen that the local farmland transfer is in a good condition;the land mainly adopts the subcontracting transfer mode,and is relatively single;the farmland fragmentation is relatively small in the process of farmland transfer,and the number of farmland transfer blocks is generally 3 or less;The main way of farmland transfer is local government or village collective organization;In the process of rural land transfer,20.53% of the total samples were farmers who did not sign contracts,signed oral contracts and informal contracts;The awareness of rights protection of some farmers is not strong;The average annual income per mu per household transferred from Awati county is greater than the average annual rent per mu per household transferred to Awati county,the average transfer years of farmers transferred to Awati county are higher than that of farmers transferred out of Awati county.(2)The basic situation of labor resource utilization efficiency of sample farmers.In terms of the average utilization efficiency of agricultural labor resources,the number of transferred households is19047.43 yuan/person,that of transferred households is 15185.72 yuan/person,and that of non transferred households is 11280.44 yuan/person,the number of transferred farmers is higher than that of non transferred farmers;The average utilization efficiency of non-agricultural labor resources of transfer in households and transfer out households was 20462.22 yuan/person and 18078.38 yuan/person respectively.The average utilization efficiency of non-agricultural labor resources of non transfer households was16792.04 yuan/person.The average utilization efficiency of non-agricultural labor resources of transfer households was also higher than that of non transfer households;In terms of total labor resource utilization efficiency,the average value of total labor resource utilization efficiency of transfer in households and transfer out households is 19065.41 yuan/person and 16412.07 yuan/person respectively,and the average value of total labor resource utilization efficiency of farmers without transfer is 12822.77 yuan/person,and the former is higher than the latter.(3)The ATT effect calculated by PSM method shows that the transfer behavior of agricultural land is positively correlated with the utilization rate of agricultural labor,and the utilization efficiency of total labor resources is also positively correlated with it,but has a negative impact on the efficiency of nonagricultural labor resources.Compared with the non transferred households,the former is 2930.879 yuan and 2547.636 yuan higher than the latter in the utilization efficiency of agricultural and total labor resources.However,in the utilization efficiency of non-agricultural labor resources,the latter is 6701.481 yuan higher than the former.(4)Based on the propensity score matching method to calculate the average processing effect of agricultural land transfer behavior,it is found that there is a positive impact between agricultural land transfer behavior and non-agricultural and total labor resource utilization efficiency,but a negative impact between agricultural land transfer behavior and agricultural labor resource efficiency.Comparing the transfer out households with the non transfer households,the former is 2982.759 yuan/person and 1867.057yuan/person higher than the latter in the utilization efficiency of non-agricultural and total labor resources.However,in terms of the utilization efficiency of agricultural labor resources,the latter is 1431.492yuan/person higher than the former.This paper analyzes the current situation of farmers’ land transfer and the utilization of labor resources,and based on the existing research results of the influence of agricultural land transfer on the utilization efficiency of labor resources,puts forward the possible defects of agricultural land transfer in Awati county.This paper proposes to increase the investment in Villagers’ education funds,improve the overall quality of villagers,promote the orderly circulation of agricultural land,improve farmers’ awareness of safeguarding their rights,reduce farmers’ worries,and actively promote the circulation of agricultural land. |
