The purpose of this mixed study is to develop a web-based learning platform for vocational education instructors in Mongolia,and to evaluate its effectiveness after introducing it to vocational education instructors for their professional development.Due to the global epidemic,educational institutions have switched to e-learning.As a result,there is an urgent need for instructors to prepare the e-learning instruction,not only in K-12 education,but also in higher education and vocational education.The research process used the ADDIE model to design and develop the web-based learning platform.In need analysis,this study found that instructors in Mongolia’s vocational education colleges lacked the knowledge to prepare for e-learning instruction and needed a self-development training platform.The role instructors is to further the development of Mongolia by teaching the students to fully understand the subject.A web-based learning platform design was developed based on a survey questionnaires.The development of a web-based learning platform was programming language in PHP.A survey and interviews were conducted to evaluate the effectiveness of the new developed platform.The survey and interview questions were developed using a technology acceptance model.The survey was divided into two sections.The first section was to collect the data about the instructors’ attitude towards whether there is a need for a web-based learning platform for instructors in the VET.The second section was a perceived ease of use questionnaires,which aimed at evaluating the instructors’perceptions on the ease of use with regards to the structure of a web-based learning platform.A total of 35 out of the 36 instructors responded to the survey.An interview was developed to determine the perceived usefulness of after implementation a web-based learning platform.This study found that the instructors who had used the website perceived it to be useful to their professional development and that it was easy to use.
