For a long time,disabled people have always needed to be focused and helped,as a special part of the vulnerable groups.Disabled people have the same needs and desires for employment as healthy people.However,due to some physical and mental dysfunctions and social prejudices,employment for the disabled is far more difficult than the healthy people.Therefore,trying to improve disabled employment is one of the important ways to help them.In the new era,the situation of disabled employment has improved,but it still faces difficulties such as low employment rate,single employment form,etc.Nowadays,new ideas are urgently needed to promote disabled employment.Amartya Sen’s theory goes beyond the traditional "perspective of problem" to the " perspective of capability ",and regards disabled people’s rights to employment as an extension to the capabilities,which provides new ideas for studying the employment support path for the disabled people.Through the use of literature research methods,case analysis methods and semi-structured interview methods,combined with the theory of capability,taking District L in Nanjing as an example,an in-depth study on the employment situation and dilemma of disabled people is conducted.Based on the case analysis of the internal and external factors arising from the problem,it proposes measures to improve the status of disabled employment and solve the employment problem from the perspective of enhancing the capability.Specifically,starting from the five aspectsof political freedom,economic conditions,social opportunities,transparency guarantees and protective guarantees,it is feasible to improve the rights protection,risk response,resource integration,opportunity recognition and social participation.And a four-dimensional subject support path for the government,market,society and family is built.In this path,the government mainly plays a role in legal aid and social security,plays a role in barrier-free facilities and cultural life,guarantees the legal rights of disabled people in employment,and improves the interest appeal mechanism;the market mainly uses flexibility to broaden employment channels,fair distribution system,improves the market economy legal mechanism,and enhances the transparency of employment information;The society mainly strengthens rehabilitation services and education and training for disabled people,providing effective ways for the disabled to integrate into social life;the family mainly provides life care,economic support,psychological comfort and other help for the disabled to guide them to take active employment.The GMSF four-dimensional subject employment support path forms an innovative employment support model through multi-subject resource complementation and mutual intervention,thereby vigorously promoting the employment of disabled people,so that the disabled people can exert capability,and better reflect their own dignity and value in the construction of the new era. |
