With the transformation of the new normalization of society and the shift of economy from "rapid growth to high-quality development",the competition of comprehensive strength in a country or region has evolved into a talent competition day by day,talents are increasingly becoming a strategic resource for different regions /governments at all levels to gain competitive advantage and achieve high quality development.Against this background,talent introduction policy,as an important means of attracting talents,mobilizing talents,gathering talents,developing talents and giving play to their role as motivators,has become the key to determine talent retention,talent pool stability and talent role play.Therefore,to evaluate talent introduction policy of governments at all levels,build reasonable talent introduction policy evaluation index system,quantitatively analyze the content of talent policy,have access to relevant data,have a horizontal comparative analysis of related research objects,timely find problems and put forward relevant countermeasures and suggestions is a research topic for this article.Taking 846 policy texts at the national and local levels as the research objects,ROST CM6.0 and Nvivo11.0 were used to analyze the content according to the sample selection,the definition of the analysis unit and the analysis of the categories,and through key words and text encoding Policy analysis of the standard text we build a talent assessment policy to introduce the index system.Secondly,through the questionnaire survey,seven experts were collected to evaluate the importance of relevant indicators,and the weight coefficient of all levels of indicators in the policy evaluation system was determined by the group AHP method.Finally,taking the introduction policy of "Thousand Talents Plan" in Jinan,Wuhan and Chengdu as an example,we collect the quantitative data of policies of Jinan,Wuhan and Chengdu based on the constructed quantitative manual for policy of talent introduction,and calculate the policy quantitative data of Jinan,Wuhan and Chengdu by using the comprehensive index model.The comprehensive index of talent introduction policy,and the comparative analysis of the measurement results,explores the experiencesand problems in different dimensions of the talent introduction policy,and puts forward the countermeasures and suggestions to improve the talent introduction policy.The research shows that the evaluation index system of talent introduction policy constructed by content analysis of policy text has a certain theory innovation,and it has certain extensibility to evaluate the talent introduction policy of the governments at all levels.Based on 846 policy texts,combining identified quantitative introduction manual of policy of introduction of talents has strong practicability and provides valuable means for quantification of policy introduction of talent introduction.Based on the evaluation of talent introduction policy in Jinan,Wuhan and Chengdu,this paper validates the feasibility of the research results.The proposed countermeasures are of great significance to the improvement of the policy content and the promotion of talent introduction.
