| Talent is the core resource for Shanghai to become a socialist modernized international metropolis with world influence.Housing policy is an important carrier for attracting and retaining talents.It is of great significance for Shanghai to attract talents and become an influential city.However,high housing prices have increased the cost of talents’ lives in Shanghai,and have become a bottleneck that restricts the attractiveness of Shanghai’s cities and affects their stay in Shanghai.This article evaluates the implementation effect of Shanghai’s talented housing policy,and finds out the problems of current talented housing policy,and explores the causes of the problem,as well as proposes a cracking countermeasure framework,which provides a basis for solving the problem of talented housing in Shanghai and promotes the construction of Shanghai to be more complete and relevant,and talented housing system that meets the talents’ desire for a better life.Based on the questionnaire survey method and semi-structured interview method,guided by the 3E theory,the article constructs an evaluation system for the effect of the Shanghai talent housing policy implementation,which is evaluated from three dimensions:economics,efficiency,and effectiveness.The results show that:First,this paper collects relevant panel data and uses the data envelopment analysis model(DEA)to conduct an economic analysis of the implementation effect of Shanghai’s talent housing policy horizontally,and explores and evaluates the actual status of Shanghai’s talent housing policy input and output.It is concluded that the implementation of the policy cannot guarantee its economic efficiency.Secondly,the efficiency of the implementation of the Shanghai talent housing policy is analyzed and evaluated from the vertical through the growth rate of various indicators,and it is concluded that the policy implementation has not formed a stable growth mechanism;Third,using questionnaire surveys and semi-structuredinterview methods to conduct an in-depth analysis of the information obtained from the questionnaires and interviews,and to evaluate the effect of the implementation of Shanghai’s talent housing policy through statistical satisfaction-related data and the use of analytic hierarchy process(AHP).The satisfaction effect of talent living is unsatisfactory.Based on comprehensive field interviews,it is found that the cause of the problem is the unity of supply during the implementation of Shanghai’s talent housing policy,the incompleteness of the talent housing policy,and the lack of precise positioning of talent demand for the talent housing policy.Therefore,this article attempts to propose basic ideas based on fine development,classified supply,multi-level supply,multi-channel problem solving,and comprehensive protection,as well as the target positioning,role positioning,and policy positioning of talent housing,will rebuild framework of Shanghai’s talent housing policy system,putting forward targeted ways to increase the supply of talent housing policies,improve the systematic and hierarchical classification of talent housing policies,and provide accurate countermeasures and service-related measures for talents.The innovations of this paper are:first,the 3E theory is used to construct a three-tier evaluation system for the effect of talent housing policies,which provides a certain theoretical support for the evaluation of talent housing policies;secondly,the use of a data envelopment analysis model(DEA)analyze the data collected in the statistical yearbook,official website,etc.,and use the tomographic analysis(AHP)method to calculate and analyze the statistical data of the questionnaire survey to obtain the corresponding results,which has some new ideas in the research method.Thirdly,this article builds a talent housing policy system based on the basic ideas of fine development,classified supply,multi-level supply,multi-channel problem solving,and comprehensive protection.Among them,it is recommended to implement convertible preferential policies.At the same time,according to the problem and the reason,it proposes targeted related countermeasures,which is innovative in terms of perspective. |
