| In the new economic normal,China is entering in the economic development of the shift period,innovation and entrepreneurship are becoming the new engine of promoting economic growth and industrial structure transformation.Emerging industries continue to emerge,making the growing demand for innovative and entrepreneurial talent.At the current,a small number of talent in cities of China come from the local development,a large number of talent need to be introduced from the other field,the housing problem is an important factor which can attract,stay talent and whether they are able to live and work in peace.However,China's housing prices have long been in the high level,and It have even become among the ranks of international high prices of the city,such as Shenzhen,Beijing,Shanghai and so on,which undoubtedly make great inconvenience for local talent training.In order to improve the living conditions of talent,optimize the environment of innovation and entrepreneurial,local governments have developed personnel housing security policy for different needs and different levels talent,which has aroused widespread concern.As an important content to alleviate the housing problem of talent,under correct guidance and security of Talent housing policy,whether can affect the overall level of urban innovation and entrepreneurship activities,how to impact effect,and what other factors related to urban innovation and entrepreneurship activities? The above questions are worthy of studying further.The existing literature mostly examines the relationship between human capital and entrepreneurial innovation,or analyzes the importance of regional environment,nobody take the talent housing security policy into account.Thus,we use the panel data of 70 large and medium cities in China from 2008 to 2015,introducing the variables of three dimensions of urban talent housing security policy into regression analysis.In the case of controlling other factors which influencing innovation activities,we use Fixed Effect Model to examine how does the talent housing security policy affect urban innovation activities level.Furthermore,in the case of controlling other variable factors which influence entrepreneurship,we use System GMM Estimation Model to test whether the variables of three dimensions of talent housing security policy have impact on urban entrepreneurship level.The main conclusions of the study show that:(1)The rise of house prices directly increases the threshold of home improvement in the big cities,increases the operating burden of enterprises,and has the inhibitory effect on the technological innovation and the development of the city.(2)The existence of personnel housing security policy will promote urban science and technology innovation,and it has no significant correlation to urber entrepreneurship.(3)The more the local government issued the housing security policy,the higher the degree of attention of its local talent development and living environment,which represent can promote the city's technological innovation and entrepreneurial development.(4)Housing policy to support the diversification of talent score is high,indeed Promote the improvement of urban science and technology innovation,but there is no significant relationship with the development of entrepreneurship.Therefore,with a new perspective to enhance the level of urban innovation activities in China,the government should formulate the policy of talent housing,speed up the progress of talent housing policy,and strengthen the support of talent housing policy,so as to give full play to its guiding and supporting role;From the perspective of raising the level of urban entrepreneurship,speed up the progress of the policy can gather entrepreneurs to promote entrepreneurship,the Government can also through other means such as accelerating the process of urbanization and market-oriented reform,in order to promote local entrepreneurship,achieving local supply side of structural reform and new transformation of the economic development mode. |
