Research On The Management Of Scientific Research Funds In Colleges And Universities Under The Background Of "Release Management Service"

As an important place for scientific research,colleges and universities have made significant contributions to basic research and knowledge innovation in recent years.Scientific research funds are the basic conditions for the normal development of scientific research activities in colleges and universities,and also an important guarantee for scientific and technological innovation.For a long time,the state has attached great importance to the management of scientific research and scientific research funds.With the development of China’s economy and society,the management of scientific research funds at the national level is constantly changing,especially in the document “Some opinions on further improving the fund management and other policies of scientific research projects of the central finance” propose that colleges and universities need to deepen the reform of "releasing,managing and serving" in the field of scientific research funds management.There are many problems in the management of scientific research funds in colleges and universities,especially the management requirements in the new policies,which not only reduces the efficiency of the use of funds,but also affects the long-term development of scientific research in colleges and universities.In view of this,this paper uses comparative analysis,case analysis and other research methods to study the management of scientific research funds in colleges and universities based on the reform of "management service" in the field of scientific research.First of all,this paper defines and explains the concept of scientific research funds management and the relevant theoretical basis used in this paper.Secondly,this paper expounds the relevant policies of scientific research funds management and the new requirements of scientific research funds management in the context of the reform of "releasing,managing and serving".Thirdly,this paper takes S University as the actual case,through on-thespot investigation and interview,finding that there are some problems in the management process,such as imperfect system construction,insufficient budget management and control,single fund supervision and evaluation methods.And then this paper deeply analyzes that the main reasons for these problems to solve them better.Finally,based on the experience of advanced scientific research funds management in foreign universities,from the perspective of system construction,budget control,fund using,supervision and evaluation are put forward to optimize the management of scientific research funds in colleges and universities in China,so as to provide reference and reference for the management of scientific research funds in colleges and universities to better adapt to the new situation and new requirements,give full play to the use efficiency of scientific research funds,and improve the management level of scientific research funds in colleges and universities in China.
