A Study On The Reform Of Scientific Research Funds Management In Colleges And Universities Under The Background Of "Release Management Service"

In recent years,the state has repeatedly proposed to use innovation to lead development,strengthen the responsibility of contemporary youth,and make clear that colleges and universities,as an important part of national innovation,play an important role in scientific research and innovation.College teachers shoulder two important tasks of teaching and scientific research,and undertake the important mission of teaching and educating people.With the continuous development of the market economy,the central and local investment in scientific research funds in colleges and universities is increasing rapidly,and the source channels of scientific research projects are increasingly diversified.Under the environment of "releasing management and service ",how to allocate scientific research funds in colleges and universities reasonably,exert the value of funds,and promote the standardized use of scientific research funds has certain theoretical and practical significance for improving the development of scientific and technological innovation in colleges and universities.This thesis summarizes the meaning classification and characteristics of scientific research funds,and clarifies the theoretical basis of scientific research funds management.This paper combs the management policy of scientific research funds in China since the reform and opening up,and discusses in detail the background and requirements of the policy.S university is selected as the research object,and its research status is summarized,and the reform measures of "releasing management service" in the management of scientific research funds of S university are listed.Aiming at the problems in the management of scientific research funds in S colleges and universities,and combining with the actual improvement of the reform countermeasures of scientific research funds "release management service ",this paper puts forward a series of targeted and operable reform suggestions,such as standardizing the budget preparation and improving the communication between departments,establishing the system of scientific research secretaries,streamlining the reimbursement procedures,in order to further release the vitality of scientific and technological innovation in Chinese colleges and universities.
