| Since the beginning of the 21st century,various disasters in our country have occurred frequently,and people are facing varying degrees of crises and social risks.The outbreak of the new crown virus in 2019 is currently raging around the world,threatening the lives of all mankind and the economies of all countries.This research mainly adopts the design of case study among qualitative research methods.The case data comes from X community in Wudang District of Guiyang City.A total of 50 in-depth interview data including social workers,community workers and community residents were obtained.The article introduces the viewpoint of community resilience to promote community emergency governance from the perspective of resilience,and further comprehensively analyzes the case data of in-depth interviews.First,the community resilience CART evaluation scale is used to evaluate the overall resilience of X community Comprehensive assessment and analysis of the overall community anti-risk ability of the X community.Then focus on describing the four stages of community emergency management(Emergency Prevention Prevention,Emergency Preparation,Emergency Response Response and Emergency Recovery Recovery)of social workers in X community during the COVID-19 pandemic,and discuss the community crisis governance in different crisis stages.Explore the problems encountered by social workers in the process of participating in each stage,and clarify the factors that influence social work to participate in the emergency management of urban communities,so as to clarify the relationship between social work,community resilience and community emergency management The close relationship and logical connection.Finally,try to start from the perspective of resilience,think about the practical path of social work participating in the emergency management process of urban communities,and explore the practical significance of social work participating in community emergency management.The study analyzed the emergency prevention and control practices of social work organization C,and found that social workers encountered problems of varying degrees including policy and professional services in the process of participating in emergency management.In terms of policies and systems,first,social work and other social organizations lack the legal status to participate in emergency governance.They have not been included in the national emergency prevention and control system,nor have they been integrated into the organizational system of grassroots administrative mobilization.The "de-embedding" situation makes social workers obscure when they participate in emergency operations.The second is that the community’s emergency subjects are fragmented and "separate themselves",and there is a lack of experience in negotiation and cooperation among various emergency subjects.In terms of professional services,through a comprehensive assessment of the resilience of the X community,it was found that the overall resilience of the community was not high,and the community’s emergency response capability was weak.To this end,in response to the problems found in the research,this article proposes several suggestions:one is to establish a suitable position for social organizations to participate in emergency governance;the other is to establish a linkage mechanism for social organizations;the third is to enhance the overall resilience of the community,and to resist adversity separately from the community Start with the three basic dimensions of capacity building,psychological adjustment,and social support,integrate these three basic dimensions of social work professional services,and comprehensively reflect on the feasible paths for social work to participate in community emergency governance. |
