With the continuous growth of economy and the continuous optimization of industrial structure,China’s human capital structure is undergoing a series of transformation from "quantity" to "quality".As the core of human resources, highly skilled human capital is the key to the development of China’s industry and economy towards high quality. In this series of transformation process, also produced a lot of practical problems to be solved, and the housing problem of the working population in our country to bear the brunt, placed in the first place. From 2008 to 2020,the average annual increase of the housing price in China is as high as 8.9%.In 2020,the average housing price in China will reach 9979.67yuan/square meter.Housing problem has become an important reality in China.Under the background of continuously rising housing prices, the growth rate of the housing cost of workers is far higher than the growth rate of their wages, and the life pressure of workers has been increasing repeatedly, which to a certain extent has had an important impact on the choice of employment cities and the decision of whether to work or not for highly skilled workers.Based on this, this paper explores the impact of housing price changes on the flow of highly skilled human capital through the proportion of highly skilled labor among regions.First based on the data of Prefecture-level cities in our country, benchmark panel model is established, and the space factors into the model, carries on the comparison to a variety of models, based on space and time of the bidirectional fixed space is constructed dynamically doberman model, analyzes the prices of high skill spillover effect of human capital flows, based on the study of regional heterogeneity,And explore the influence of housing prices on the flow of highly skilled human capital in different regions.Study found that nationwide, the regional house prices and the proportion of skilled human capital is inverted u-shaped relationship, namely the prices in the early and the city’s economic level, the development of the city level is closely linked, reasonable prices to rise, promote the improvement of the urban conditions,to attract highly skilled labor, highly skilled human capital growth, but as prices continue to rise,With the increase of housing cost, the proportion of highly skilled human capital decreases and highly skilled human capital flows out.The decomposition results of spatial spillover effect show that the housing price in this region and the housing price in neighboring regions have an inverted U-shaped influence on the proportion of high-skilled human capital in this region.Meanwhile, the upgrading of industrial structure and the improvement of higher education level will promote the growth of high-skilled human capital. From the regional point of view, the housing price and the proportion of highly skilled human capital in the eastern region present an inverted U-shaped relationship, that is,the rising housing price in the eastern region will first promote the inflow of highly skilled human capital, but with the continuous growth of housing price, the proportion of highly skilled human capital in the eastern region will decrease, and the proportion of highly skilled human capital will flow out to other regions. The housing price in central China has a positive U-shaped relationship with the proportion of skilled human capital, which is opposite to the change in eastern China. In the western region, the local housing price has no significant influence on the proportion of high-skilled human capital, while the rising housing price in neighboring areas has a significant inverted U-shaped influence on the proportion of high-skilled human capital. Finally, according to the above analysis results, reasonable policy suggestions are put forward in view of the current situation of the flow of high-skilled labor capital.
