Agricultural high-quality development is a major strategy for China’s modernization drive.To comprehensively promote agricultural high-quality development is a realistic task that cannot be ignored in optimizing the allocation of agricultural resources and promoting the integration of agricultural primary,secondary and tertiary industries.It is also an unavoidable realistic task to deepen the structural reform of agricultural supply side and implement the rural revitalization strategy.However,the realization of agricultural high-quality development is full of difficulties and challenges.It is not only constrained by the reality of resources and environment,but also urgent to find new drivers.Referring to the existing research findings,China’s non-profit agricultural technology extension system has played a major role in ensuring national food security,agricultural product quality safety and agricultural ecological security and other technical services.In order to improve the supporting role of public agricultural technology extension services for agricultural development,the Ministry of Science and Technology and the Ministry of Education jointly put forward the “Construction Plan of the New Rural Development Research Institute of Colleges and Universities” in 2012.The implementation of the plan marks that the university agricultural technology extension service based on colleges and universities has officially become an attempt to improve the public agricultural technology extension service in China.At present,a total of 39 universities have launched and established a new rural service base,among which there are many successful cases of exploring a comprehensive service model based on universities and combining agriculture,science and education.Based on the quasi-natural experiment of the “Construction Plan of the New Rural Development Research Institute of Colleges and Universities”,this research selects the relevant panel data of 188 counties in Jiangsu Province,Hunan Province,Anhui Province and Zhejiang Province from 2010 to 2020,The entropy weight method with time variable is used to measure the comprehensive score of the high quality development level of agriculture in the county,and the impact of university agricultural science and technology extension on the high quality development of agriculture is empirically analyzed by using DID model.The results showed that:(1)Although the impact of university agricultural science and technology extension services on agricultural high-quality development has a certain time lag,it has a significant role in promoting agricultural high-quality development.With the extension of time,its role in promoting agricultural high-quality development is greater.The above conclusions are still valid after various robustness tests.(2)The research on the mechanism of action shows that promoting the increase of financial support for agriculture,improving land productivity and narrowing the income gap between urban and rural areas are the important reasons for the positive impact of university agricultural science and technology extension on agricultural high-quality development.(3)Heterogeneity analysis found that compared with provincial universities,universities directly under the Ministry of Education have a more significant positive impact on agricultural high-quality development.The promotion of agricultural science and technology in universities in areas with a good foundation for agricultural development has a more obvious impact on agricultural high-quality development.The promotion of agricultural science and technology in universities with school-enterprise resources has a more significant positive impact on agricultural high-quality development than in universities with school-land resources.Based on the above conclusions,this research puts forward the following policy recommendations:(1)Strengthen the ability of colleges and universities to serve local agriculture and expand the coverage of agricultural technology extension.(2)Strengthen the deep integration of universities,places,universities and enterprises,and closely combine with the grass-roots agricultural technology forces.(3)Integrate the main force of agricultural management and cultivate new professional farmers. |
