With the implementation of innovation driven development strategy and the acceleration of the construction of an innovative country, scientific and technological innovation is becoming more and more important as the focus and core driving force. As the important force of knowledge innovation and technological innovation in China, the scientists’ working state has been paid close attention by the academia. Therefore, studying the trend of overtime work of scientists in the past two decades and the working mode of scientists in various countries will help the scientific research management departments in China to formulate reasonable scientific research policies and establish and improve the talent evaluation and management system. This study uses the ar Xiv.org dataset to analyze the distribution of scientists’ working time based on the submission time of ar Xiv preprint papers.Based on the data of more than 870,000 papers submitted over 20 years(2000-2019),this paper studies the working mode and overtime of scientists and discusses the differences of overtime of scientists in different countries and regions in a long time span from the perspectives of year, month, week and 24 hours, and discusses the differences of overtime of scientists in different countries and regions. And taking the United States and China, which are the top contributors in the number of papers as examples, this paper makes an in-depth comparative analysis of the situation of scientists’ overtime in the two countries. The research shows that in the past 20 years, scientists around the world have become increasingly busy.Overworked for academic research is at the expense of their leisure time, including rest time and sleep time.Scientists in different countries have different working modes. The most serious overtime work in rest period is done by scientists in Asian countries such as China,South Korea,Japan and Russia. In the past 20 years,China’s scientific research achievements have increased greatly, which is closely related to the hard work of Chinese scientists. From 2000 to 2019,the growth rate of papers submitted by Chinese scientists continues to rise. However, the overtime of Chinese scientists is very serious. To sum up,this paper puts forward the following suggestions: Establish a scientific evaluation index system and a reasonable evaluation method, get rid of the result-only theory of scientific research evaluation, and add the assessment of scientific research process into the evaluation system;Stimulate the innovative vitality of talents, and create a good academic soft environment;Attach great importance to the construction of scientific research team, establish effective talent incentive mechanism and sustainable talent training system. In addition, for individual scientists, they should pay attention to the combination of work and rest to better balance the relationship between family and work.
