Under the background of further promoting the balanced development of compulsory education,the state attaches great importance to the construction of teachers in ethnic minority areas.Teacher rotation,as an important link,plays a dual role in optimizing the allocation of teachers and improving the professional quality of teachers.At present,the implementation of the policy of teacher rotation in Tibet has encountered soft resistance and fallen into a state of stagnation.To explore the reasons and find out the corresponding countermeasures is the primary premise to promote the balanced development of compulsory education in Tibet.The stratified sampling method was adopted to select teachers,principals,students and parents of primary and middle schools in Lhasa,Nyingchi,Xigaze and Qamdo of Tibet Autonomous Region as samples.A questionnaire survey was conducted among 440 teachers and interviews were conducted with 5 teachers,3 principals,10 students and 10 parents.The survey found that the policy implementation faced with low willingness of teachers’ rotation and lack of motivation;Policy implementation is a mere formality,replaced by implementation;Interest subjects do not understand the policy and have low recognition;Interest appeal is ignored,implementation encountered resistance and other problems.From the perspective of stakeholders,this paper analyzes the interest demands and interest games of five interest subjects in the implementation of the policy of teacher rotation in compulsory education in Tibet,including education administrative departments,schools,teachers,students and parents.Based on the perspective of stakeholders,the paper analyzes the reasons for the delay in implementing the policy of teacher rotation in Xizang.The key reasons are as follows :(1)the supporting safeguard measures for the policy implementation are incomplete;(2)The partial personnel management system hinders the policy implementation;(3)the influence of insufficient publicity and social customs and prejudices;(4)Uneven distribution of benefits.Based on this,this study proposes that the supporting safeguard measures should be adopted to improve the policy implementation;Optimize part of the personnel management system;Strengthen propaganda to create an atmosphere of public opinion conducive to teacher rotation;Coordinating the interest contradictions between the interest subjects to enhance the strength of policy implementation.
