It is an important measure to promote the balanced development of compulsory education and an important content to deepen the construction and reform of teachers in the new era.At present,Chinese scholars have achieved fruitful results in their research on the exchange and rotation of primary and secondary school teachers,but they have not paid enough attention to the western counties.Based in chongqing metro area sentiment,teaching,using the theory of public management theory,the "game" job rotation policy for the primary and secondary school teachers communication,tries to reveal the interests of the complex of the primary and secondary school teachers exchange rotational game,put forward the construction of "top-down" and "bottom-up" two-way interaction model of policy implementation,from the policy providers)district education commission(the government and its subordinate departments,policy practitioners(represented by the school district,school),policy,the receiver(represented by the teacher)the main body of the three different levels put forward to optimize the primary and secondary school teachers exchange job rotation policy suggestion..In the first chapter,the reason and value of the topic selection are briefly introduced,the research status in China is summarized,and the research ideas and methods are clarified.The second chapter defines such important concepts as teacher exchange rotation and policy implementation in primary and secondary schools,and briefly describes the "game" theory and education policy implementation theory,so as to build the theoretical analysis basis of this study.Chapter three firstly sorts out the exchange and rotation policy of primary and secondary school teachers from different levels of subjects such as the state,Chongqing and Jiangjin district,and clarifies the policy basis for the exchange and rotation of primary and secondary school teachers in Jiangjin district.Secondly,the paper introduces the process of questionnaire survey and interview survey on the implementation of the exchange and rotation policy among primary and secondary school teachers in Jiangjin district.Based on the "questionnaire star" questionnaire statistical results and on-site interview,from the intention and motivation,policy propaganda and implementation strategies,motivation and evaluation of three main aspects,such as job rotation policy implementation situation for primary and secondary school teachers in metro communication on statistical analysis of roughly understand the overall situation,namely the primary and secondary school teachers exchange job rotation policy execution's achievements and the deficiencies.The fourth chapter,by the surface and the point,gradually thorough,based on the survey results,analysis of primary and secondary school teachers in metro communication policy itself of the existence of rotational pertinence is not strong,the policy has been carried out 'tropism,the management of the policy implementation does not reach the designated position,such as the three major problems,analysis of its main reason is that policy design itself has defects,stakeholders,policy execution of multiple game evaluation feedback mechanism is the default.The fifth chapter puts forward building a "top-down" and "bottom-up" two-way interaction model of policy implementation,from the policy providers(government and its subordinate departments),the enforcer(represented by the school district,school),the policy of the recipient(teachers)and so on the perspective of different stakeholders,puts forward the optimization of communicating with teachers in primary and middle schools rotational metro seven Suggestions of policy execution.
