Since entering the new era of socialism,China's economy has developed rapidly and the people's living standards have continuously improved.However,there are also problems of inadequate and unbalanced development.There are many shortcomings in the field of people's livelihood,especially in areas with deep poverty.It is a long way to go to get rid of poverty.In order to help the poverty-stricken areas to complete the task of poverty alleviation,the Sichuan Provincial Department of Education actively responded to the call of the central government and formulated the “Division of Work Responsibility for the 2018 Implementation Plan for Poverty Alleviation in Sichuan Province” to take education as a breakthrough point in precision poverty alleviation to complete the shortcomings of education in poverty-stricken areas.The implementation plan pointed out that it is necessary to carry out the “9+3” free vocational education plan in Tibetan areas and Yi region of Liangshan,and carry out the “9+5” free education pilot.The "9+3" provides three years of free secondary vocational education on the basis of nine years of compulsory education,is a new exploration and innovation in promoting the development of education in minority areas in Sichuan Province.The plan was officially launched in 2009,aiming at consolidating the achievements of the "two bases" development,promoting the stability and long-term development of Tibetan areas,improving the people's livelihood,and helping the Tibetan people get out of poverty and become rich.The purpose of this study is to study the deep poverty-stricken areas in Sichuan Province(i.e.Tibetan and Liangshan Yi districts in Sichuan Province)from the perspective of precise poverty alleviation through education and helping to overcome poverty.By using the methods of literature research,comparative analysis,in-depth interviews and field research,adopting the research ideas of theoretical basis-case analysis-problem discovery-problem solving,This paper analyses background,main content,implementation effect and existing problems of the "9+3" education policy,and puts forward relevant suggestions and countermeasures to improve the "9+3" vocational education model,better stimulates the endogenous motive force of poverty alleviation in deep poverty-stricken areas,and helps to accomplish the task of eliminating poverty and attacking key poverty.Through systematic research on the "9+3" education policy,the following conclusions are drawn: "9+3" education has trained a large number of high-quality skilled personnel,which has produced certain results in promoting stability,economic development,improving people's livelihood in Tibet,helping people in poor areas get rid of poverty and become rich.However,there are still some problems in the implementation process,such as the decline of policy identity,poor quality of personnel training,and many problems of students' employment,which hinder the full play of policy effectiveness.This study puts forward the following suggestions from three aspects: precise enrollment,precise training and precise employment to promote policy improvement and sustainable development,returning to the "people-oriented" education concept,unblocked education development channels,and innovative employment assistance measures,so as to better stimulate the endogenous motive force of education in poverty alleviation,and to promote poverty alleviation in deep poverty-stricken areas.
