Research On Risk Prevention And Control Of Scientific Research Funds Management In Universities

With the continuous increase of national investment in scientific research funds of colleges and universities,as well as the in-depth implementation of the reform policy of " Reforms to delegate power,streamline administration and optimize government services".The problems about universities how to further standardize and strengthen the management of scientific research funds,improve the use efficiency of funds,tighten the "switch" of risk of clean government,and prevent and control corruption of scientific research funds in universities becoming a question that needs to be discussed urgently.Centering on this problem,this paper takes A university in Guangdong as an example.Through the methods of literature and interview,the status quo of the scientific research funds management of the A university is analyzed.It is believed that the A university is influenced by such factors as the management system of scientific research funds,the imperfect management and control mechanism of the school,the insufficient understanding of scientific research personnel and backward means of supervision and management.So,there exist problems such as the disconnection between scientific research project management and funds management,the "vacuum" of scientific research funds supervision and the absence of scientific research intangible assets management.The risk points existing in A university have certain commonness and universality in current universities.In this regard,this paper proposes corresponding countermeasures based on the five elements of internal control,comprehensive budget management,organizational theory,and referring to the centralized management mode and decentralized management mode of foreign countries: We should increase positive publicity and guidance;establish a list of responsibilities for scientific research funds management in collaboration with various departments and establish a risk warning mechanism for scientific research funds management;do a good job in budget management,introduce third-party auditing into the acceptance of projects;strengthen the use of scientific and technological means in the management of scientific research funds,strengthen the management of scientific research assets,and actively build a credit constraint mechanism for university researchers and so on.
