Research On The Security Risk Analysis And Prevention And Control Strategies Of Primary And Secondary Schools In Sichuan Province

In recent years,with the rapid development of China's education,security issues have expanded from other public spaces to primary and secondary schools.Guaranteeingsafety on campus is the precondition for carrying out various educational work,and it is also the foundation of family happiness and social stability.As a large province of education,Sichuan has made certain efforts in risk control and prevention in primary and secondary schools.However,with the transformation of economy,the deeper reform of institutions,the accelerated transformation of social system and the further opening to the outside world,all kinds of social risks are starting to infest primary and middle school campus,worsening campus safety even further.From the perspective of "risk management",this paper puts forward that the prevention and control of security risks in primary and secondary schools not only refers to risk prevention,but also includes the process of risk identification and risk assessment.Taking primary and secondary schools in Sichuan Province as the research object,a set of index system is designed to identify and evaluate the security risk of primary and secondary schools in Sichuan Province.Taking risk prevention as the breakthrough point,this paper puts forward a new model of campus security risk prevention and control of "establishing two mechanisms,promoting two construction and perfecting one system" as the starting point of campus risk management strategy.that is,establishing risk assessment mechanism,risk early warning and control mechanism,promoting campus security standardization construction and campus security "prevention" construction,and improving campus security responsibility system.The studies divided into five parts: first,a description of campus risk management,emphasizing prevention and control as the core,and its importance and necessity.Second,a summary and evaluation of status quo,analyzes its shortcomings,mainly due to insufficient risk identification and risk assessment,passive lag of risk prevention and control,and fuzzy risk responsibility.Third,a list and classification of campus risks in Sichuan province based on taxonomy and investigation.Fourth,an analysis of correlation between identified risks and premature deaths in Sichuan province based on RAC risk grade matrix and existing statistics,a safety risk map and an overall provincial-level review and scoring of campus safety.Fifth,a proposal of implementation measures based on aforementioned evaluation result.
