Abstract/Summary:
As the first resource for our current economic and social development,human resources are the foundation of a strong country.In 2020,our country has successfully completed the task of poverty alleviation.Rural grassroots workers,poverty alleviation cadres,agricultural science and technology talents and other rural talents at all levels take root in the countryside,give full play to their leading role,and use their enthusiasm for entrepreneurship,professional technology,and down-to-earth energy Make a substantial contribution to the overall poverty eradication.In order to further consolidate the results of poverty alleviation and provide talent support for rural revitalization,the Central and State Council’s “Opinions on Accelerating the Promotion of Rural Talent Revitalization” issued in March 2021 focused on five categories of rural secondary and tertiary industry talents and public service talents.The cultivation of rural talents points out the direction and further clarifies the key role of talents in rural revitalization.As a large agricultural country,the quantity and quality of talents in rural areas affect the development and progress of our agriculture and rural areas.The construction of the talent team must prioritize the top-level design,take policy as the guidance to carry out talent cultivation work,and also take the talent policy as the support,Implement relevant requirements.Therefore,the talent policy plays a vital role in optimizing the rural talent team and serving the development of rural construction.But there is still a big gap between western and eastern,and the phenomenon of talent drain still exists.During the new round of western development,the southwest region has also obtained development opportunities by virtue of its location conditions and its own advantages.This passage’s evaluation of the rural talent policy in the southwest region is conducive to discovering the problems that still exist after the implementation of the policy,and based on the evaluation The results give suggestions for policy optimization,aiming to promote the fairer and more efficient role of policies,so as to cultivate more rural talents that are conducive to the local economic and social development for the southwestern rural areas.The main research framework of this article is mainly composed of four modules: 1.Research summary and theory;2.Policy review and status quo;3.Policy evaluation framework and empirical research;4.Policy optimization suggestions and prospects.Among them,module one contains: Chapter 1,Introduction.Mainly introduce the background of research,significance,research status in and abroad,research content and methods,research ideas and innovation;Chapter 2,core concepts and theoretical foundations.Through literature review and review,the core concepts of this article are defined,and the human capital theory,demand hierarchy theory,policy evaluation theory,etc.applied in this article are specifically introduced to provide a theoretical basis for this article’s policy analysis and evaluation and policy optimization measures;module two is main It is Chapter 3,Policy Development History and Policy Benefits.In the context of the new pattern of western development and the strategy of rural revitalization,the content analysis method is used to sort out the policies,summarize the development process and stage characteristics of the policies,and investigate the current policy benefits obtained.It also lays foundation of the selection of indicators;module three includes: Chapter 4,the framework design and evaluation method of the evaluation of rural talent policy in the southwest region.According to the selection theory in Chapter 2,determine the basic framework and process of rural talent policy evaluation,clarify the content of policy evaluation,select and calculate evaluation indicators and weights,and use fuzzy comprehensive evaluation methods to calculate the final scores of different dimensions under the indicator system;fifth Chapter,Empirical Research on Rural Talent Policy in Southwest China.This chapter first distributes and collects questionnaires to test the consistency and validity of the questionnaire data.Secondly,use the fuzzy comprehensive evaluation method to quantitatively evaluate the obtained evaluation data and analyze the problems;the fourth module includes: Chapter 6,which proposes feasible policy optimization suggestions from different dimensions.This part combined the analysis of the policy text with related problems,and give suggestions for policy optimization;Chapter 7,conclusions and prospects.Make a research summary,point out the deficiencies of the research and the prospects for future research.This research focuses on the implementation benefits,existing problems,and policy implementation effects of the rural talent policy content itself in the southwest region.To explore the problems existing in the formulation,implementation,and policy environment of the current rural talent policy in Southwest China.It is proposed to solve the problems of poor pertinence in policy content,policy implementation deviations,and insufficient policy environment support in the rural talent policy in the southwestern region.This thesis follows the principles of scientificity,rationality,and people-oriented,and uses a combination of qualitative and quantitative methods to analyze the survey questionnaire and obtain policy optimization methods.It includes four levels:first,strengthen the main body of policy decision-making,and implement the party’s The role of overall coordination of talent work;second,improve the comprehensiveness of policy content,and improve the efficiency of policy tools;third,establish a hierarchical and classified talent cultivation policy to support the development of local talents;fourth,improve employment and entrepreneurship security policies;speed up rural areas Talent development platform construction.
